ARDEN HILLS CITY COUNCIL – MAY 27, 2025 3 <br /> <br />Councilmember Monson explained the County does not believe a development agreement has to <br />be in place in order to move forward with the spine road. She commented on the value of having <br />the spine road in place for access purposes prior to development. <br /> <br />Mayor Grant stated he understood the County’s desire to put a road in to spur development. He <br />noted in 2017, he and Councilmember Holden were on the JDA and the City agreed with the <br />County to put in the road between County Road H and County Road I. He indicated the County <br />paid for this roadway. He commented further on how the County was more able to take on the <br />financial burden of the spine road than the City. <br /> <br />3. Transportation Update <br /> <br />Public Works Director Swearingen reported the plastic bollards have been reinstalled along <br />Lake Johanna Boulevard by Ramsey County. <br /> <br />Public Works Director Swearingen stated Johanna Shores was undergoing a parking lot rehab <br />this week. He anticipated this project would be completed by the end of the week. <br /> <br />7. APPROVAL OF MINUTES <br /> <br />None. <br /> <br />8. CONSENT CALENDAR <br /> <br />A. Motion to Approve Consent Agenda Item - Claims and Payroll <br />B. Motion to Approve Professional Services Agreement Amendment No. 3 with SRF <br />Consulting Group – Old Highway 10 Trail Project <br />C. Motion to Approve Development Agreement – 1700 Highway 96 W – Trident <br />Development – Planning Case 24-018 <br />D. Motion to Approve Resolution 2025-042 Approving a Variance at 3609 Pascal <br />Avenue – Planning Case 25-002 <br /> <br />MOTION: Councilmember Holden moved and Mayor Grant seconded a motion to <br />approve the Consent Calendar as amended and to authorize execution of all <br />necessary documents contained therein. The motion carried (5-0).
