City of Arden Hills
Project B2502087
June 13, 2025
Page 9
References to the MnDOT Specification in this report are to Minnesota Department of Transportation
(MnDOT) Standard Specification for Construction, 2025 edition.
C.1.a. Rehabilitation Methods
Based on our understanding that the 2026 PMP will utilize either mill and overlay or full depth reclamation
(FDR), Table 5 presents our recommended pavement rehabilitation method for each of the identified roads.
Table 5. Proposed Rehabilitation Approach
Rehabilitation Method Location
Mill-and-Overlay ▪Karth Lake Circle
Full-Depth Reclamation (FDR)
▪Karth Lake Drive
▪Amble Drive
▪Amble Circle
▪Pleasant Drive
▪Pleasant Circle
▪Cummings Park Drive
We understand that the recommended rehabilitation methods presented in Table 5 matches the planned
rehabilitation methods the City was proposing.
C.1.b. Karth Lake Park Trail
We understand that Karth Lake Park Trail is also being considered for FDR as part of this rehabilitation
project. With the encountered thin trail pavement section, we anticipate it will likely be difficult to perform
an FDR and recommend stripping the bituminous, adding aggregate base and repaving on this project.
Refer to Section C.5 for additional recommendations on Karth Lake Trail.
C.1.c. Reuse of Pavement Materials
From a materials perspective, milling or reclamation of the bituminous pavement materials for reuse as
recycled aggregate base or as a component to new pavements is acceptable assuming the produced products
meet the applicable project specifications, and these practices are acceptable to the City. Prior to reuse, the
project should implement thorough quality control practices, including frequent sieve analyses, asphalt
contents and other tests, to achieve desirable characteristics for any reclaimed material processed on site.
