The Applicant is seeking feedback from the City Council on a <br />concept plan to install a barrier wall along the northwest corner of Building 14. <br /> <br />The Concept Plan Review process is an opportunity for the City Council to provide comments and <br />ask questions regarding proposed developments. A concept review is considered advisory and is <br />nonbinding to the City and Applicant (Section 1320.14, Subd 4 of the Zoning Code). No formal <br />action can be taken at a Work Session. A formal application will be subject to the full review <br />process, including a public hearing with Planning Commission and City Council review. <br /> <br />Background <br /> <br />The Boston Scientific campus at 4100 Hamline Avenue North operates under a Planned Unit <br />Development (PUD) that was originally approved in 2002 for the Guidant Corporation. The last <br />update to the PUD and Campus Master Plan took place in 2021 when the City approved a 17,450 <br />square foot addition to the south side of Building 14, a facility located in the northwest corner of <br />the Arden Hills campus near Innovation Way (Planning Case 21-001). The purpose of this facility <br />is the development and production of lithium batteries for use in medical devices. <br /> <br />At the January 25, 2021 City Council meeting, the PUD Amendment for the Building 14 addition <br />was approved as amended by 15 conditions. Conditions of approval included “12. Once the Project <br />is completed and the equipment is operational, Applicant must conduct a noise study at the time <br />of completion and occupancy permit and six months following Project completion and occupancy
