PROPOSED IMPROVEMENTS <br />2026 PMP Street & Utility Improvements ǀ 25X.137753 Page 13 <br />inch force main will likely need to be upsized to handle the increased flow rate, but <br />additional evaluation will be required based on the selected improvements. The electrical <br />service will also need to be upgraded to provide sufficient power to the pump. <br />The pump will be placed in a concrete vault along with an automated water surface float. <br />This float will trigger the pump on and off according to preset water levels. This is the most <br />robust and expensive of the options but provides the greatest benefit to the residents of <br />Karth Lake and the city. <br />b. Approximate Construction Cost: $500,000+ <br />Annual inspections of the system will be required and ongoing maintenance/costs will be <br />similar to other lift stations throughout the city. It is assumed that if this option were <br />selected, City Public Works staff would provide information on components utilized on <br />existing lift stations throughout the city to provide seamless integration and operation for <br />staff. If selected, a more thorough analysis of the existing system, required pump size, <br />required electric needs, and whether the forcemain requires replacement or not will be <br />required. Understanding long lead times for control panels, it should be noted that this <br />option will likely take in the neighborhood of 18 months to construct, depending on final <br />selections. <br />Conclusions <br />While Option 3 is the best option for monitoring and operation, it also comes with <br />significantly higher construction costs than the other options. Options 1 and 2 both provide <br />cost-effective improvements that can be implemented with relative ease. All three options <br />can be further customized to meet the city’s needs and final costs will depend on the <br />options selected, including preference for cellular or satellite telemetry. While the city’s <br />current operations meet the requirements of their permit, it is difficult for the limited city <br />resources to always stay apprised of the current lake conditions and needs. Therefore, <br />improvements could be made to alleviate staff time allocated to monitoring the lake <br />elevation and/or pump deployment/removal and free that time up for other important city <br />services. And improvements would help to meet the request of the KLID board to better <br />manage the lake elevations to a more restrictive level than is required under the city’s <br />permit requirements. The City and the KLID board should have discussions on potential cost <br />sharing options and what improvement option best fits with the goals of each organization. <br />The selected option will be further evaluated and incorporated into the final design of the <br />project. Costs for these improvements are not included in the base project costs but are <br />separated out as options for the City’s consideration. <br /> Trails <br />Given the thin existing trail section, reclamation of the trails is not recommended. The <br />proposed trail improvements for select trail segments in Cummings Park include removal of <br />the existing bituminous pavement (where applicable), supplementing the existing remaining <br />gravel as needed to construct the proper aggregate base section, and repaving the trails <br />with new bituminous on the aggregate base materials. For the identified segment of existing <br />trail that is only gravel, it will be top-dressed with additional reclaim material as necessary, <br />graded, and paved to provide access to the Karth Lake pump station. The trail replacement <br />limits were extended west to the Cummings Park entrance due to damage anticipated with <br />construction access to the Karth Lake pump station and the proposed new stormwater <br />pond. The trails are proposed to be replaced, in kind, matching the existing trail alignments, <br />widths, and elevations except where improvements make sense to improve drainage <br />patterns.
