<br />Minutes of Special Council Meeting <br /> <br />June 22, 1981 <br /> <br />McAllister concurred that the City should continue the refor- <br />estation, but feels the City should not subsidize for tree <br />removal. <br /> <br />After discussion, McAllister moved, seconded by Johnson, that <br />Council adopt Resolution No. 81-43 to rescind all City subsidy <br />for diseased tree removal. <br /> <br />. <br /> <br />In further discussion, Wingert noted that the City instituted <br />the aubaidy program; feels obligated to continue the program <br />in fairnesa to the residents. It was noted that reforesta- <br />tion has not been on private property or boulevards, only On <br />'public property. <br /> <br />Motion carried (McAlliater, Johnson, Woodburn voting in favor <br />of the Motion; Wingert voting in opposition). <br /> <br />Resolution No. 81-42, Establishing Fees for Animal Control <br />Wingert moved, seconded by Johnson, that Counci14dopt <br />Resolution No. 81-42, RESOLUTION ESTABLISHING FEES FOR ANIMAL <br />CONTROL. Motion carried unanimously. <br /> <br />Claims and pavroll <br />Wingert moved, seconded by Johnson, that Council approve the <br />elaima and payroll, as submitted, including C.W. Houle, Pinal <br />Payment for grading of Hazelnut Park. Motion carried unanimously. <br /> <br />Council Liaison Reports <br /> <br />Pub lic Safe ty <br />Johnson reported concerns relative to the narrowing of County <br />Road E at the bridge; suggested modification of the road width <br />at Connelly Avenue. It was noted that the County Road E plana <br />include a right-turn lane onto Connelly Avenue. <br /> <br />Johnson asked Council's in-put relative to greater pat~ol car <br />exposure, particularly on the 3:00 to 11:00 p.m. shift; suggested <br />the pOSSibility of sharing a ear with Shoreview. <br /> <br />It was noted that the cost of an additional car would add about <br />1 mill to the tax rate ($40,000 - $50,000/7day week). Woodburn <br />said it is his feeling that the City has good coverage. <br /> <br />. <br /> <br />Comprehensive Plan <br />Wingert aaid it appears that the "housing element" of 'this Com- <br />prehensive Plan appears to be the only inconsistency not resolved. <br /> <br />Council concurred to not change the housing element at this time <br />which it considers to be an Dnderstandable plan even if it is <br />"inconsistent with Metro Council's policies". <br /> <br />MuDOT Letter of 6-15-81 <br />Woodburn referred Council to MnDOT letter re proposed improve- <br />ment of the Snell.ing/Hamline intersection, consisting of two <br />tee intersections, 550 feet apart. <br /> <br />Council concurred that Mark Wikelius be invited to discuss the <br />provosed intersection improvement plans with Council. <br /> <br />-5- <br />
