Minutes of Special Council Meeting June 22, 1981 McAllister concurred that the City should continue the refor- estation, but feels the City should not subsidize for tree removal. After discussion, McAllister moved, seconded by Johnson, that Council adopt Resolution No. 81-43 to rescind all City subsidy for diseased tree removal. . In further discussion, Wingert noted that the City instituted the aubaidy program; feels obligated to continue the program in fairnesa to the residents. It was noted that reforesta- tion has not been on private property or boulevards, only On 'public property. Motion carried (McAlliater, Johnson, Woodburn voting in favor of the Motion; Wingert voting in opposition). Resolution No. 81-42, Establishing Fees for Animal Control Wingert moved, seconded by Johnson, that Counci14dopt Resolution No. 81-42, RESOLUTION ESTABLISHING FEES FOR ANIMAL CONTROL. Council continue the Motion carried unan- Schedule Public Hearing - Case No. 81-19 Wingert moved, seconded by McAllister, that Council schedule " a public hearing before the Planning Commission on July 1st at 8:00 p.m. for Case No. 81-19, rezoning of 7.7 acres from R-l to B-2 for a medical center. Motion carried unanimously. Claims and pavroll Wingert moved, seconded by Johnson, that Council approve the elaima and payroll, as submitted, including C.W. Houle, Pinal Payment for grading of Hazelnut Park. Motion carried unanimously. Council Liaison Reports Pub lic Safe ty Johnson reported concerns relative to the narrowing of County Road E at the bridge; suggested modification of the road width at Connelly Avenue. It was noted that the County Road E plana include a right-turn lane onto Connelly Avenue. Johnson asked Council's in-put relative to greater pat~ol car exposure, particularly on the 3:00 to 11:00 p.m. shift; suggested the pOSSibility of sharing a ear with Shoreview. It was noted that the cost of an additional car would add about 1 mill to the tax rate ($40,000 - $50,000/7day week). Woodburn said it is his feeling that the City has good coverage. . Comprehensive Plan Wingert aaid it appears that the "housing element" of 'this Com- prehensive Plan appears to be the only inconsistency not resolved. Council concurred to not change the housing element at this time which it considers to be an Dnderstandable plan even if it is "inconsistent with Metro Council's policies". MuDOT Letter of 6-15-81 Woodburn referred Council to MnDOT letter re proposed improve- ment of the Snell.ing/Hamline intersection, consisting of two tee intersections, 550 feet apart. Council concurred that Mark Wikelius be invited to discuss the provosed intersection improvement plans with Council. -5-
