ARDEN HILLS CITY COUNCIL — MAY 27, 2025 10 <br />A roll call vote was taken. The amendment failed 2-3 (Councilmembers <br />Monson, Rousseau and Weber opposed). <br />AMENDMENT: Councilmember Holden moved and MaN or Grant seconded a motion <br />to amend the ordinance to restrict the Class II thrift store use from the <br />B-3 zonin;, district. <br />A roll call vote was taken. The amendment passed 3-2 <br />(Councilmembers Rousseau and Weber opposed). <br />AMENDMENT: MaN or Grant moved and Councilmember Holden seconded a motion <br />to amend the ordinance to require all thrift uses in the B-2. B-3. B-4 <br />and I -FLEX zoning districts be a conditional use. <br />A roll call vote was taken. The amendment failed 2-3 Wouncihnembers <br />Monson. Rousseau and Weber opposed). <br />Councilmember Holden asked if outdoor collections could occur at the back door of a business <br />instead of the front door. <br />Senior Planner Fransen stated as drafted that was not part of the language, but an amendment <br />could be made to reference the location for drop-offs. <br />Councilmember Holden discussed how all other businesses in the community were required to <br />have deliveries made through the back door but noted thrift stores would be allowed to have drop <br />offs at the front door. She asked if anyone else on the Council was concerned about this. <br />Councilmember Monson stated it was very unlikely that deliveries would be made through the <br />front door. She explained it has been her experience that thrift stores have another entrance where <br />large items are accepted and that this is not done at the front entrance. <br />Councilmember Holden reported it would be better for the City to have language in place, if an <br />enforcement issue were to arise. <br />Mayor Grant indicated that now would be the time to modify the language. <br />Councilmember Monson asked if Odds and Ends took donated items at the front door. <br />City Administrator Jagoe stated she was uncertain. She explained it was her understanding that <br />the owner of Odds and Ends worked with families and obtained goods at the families' properties <br />and the items were then brought to the shop by the store owner. She reported the current language <br />would allow for visitors of a thrift use to walk in with a small item, such as a lamp, in order to <br />make a donation. She indicated couches were not allowed to be donated at the front entrance. She <br />explained the intent of the ordinance was to require the business owner to make arrangements for <br />the pickup of large items. <br />Councilmember Holden indicated she has seen people bringing items through the front door at <br />Odds and Ends, which was why she brought this item up. <br />
