<br />$ , <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Arden Hills <br />Ramsey County, Minne~ota <br /> <br />. <br /> <br />March 30, 1981 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br /> <br />of the City Council of the City of Arden Hills, Minnesota, was <br /> <br />held in the City Hall in said City on Monday, March 30, 1981, at <br />7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Crichton and <br /> <br />Councilmen Johnson, McAllister, woodburn and Hollenhorst; and <br /> <br />the following were absent: None. <br /> <br />Also present were Charlotte McNiesh, City Clerk Adminis- <br /> <br />trator; Donald Christoffersen, City Engineer; Donald Lamb; City <br /> <br />Treasurer; and Peter S. Popovich, City Bond Consultant. <br /> <br />MAYOR CRICHTON: We will proceed with the public hearing <br />for Improvement No. ST-81-2, the potential project to improve <br />and update the storm drainage, which our engineer will tell us <br />about when he gets to the floor. I now open that public hearing <br />and I would like to ask the Clerk Administrator to verify that <br />affidavits of publication and mailing are on file. <br /> <br />CHARLOTTE McNIESH: I have a certificate indicating that <br />the property owners were notified by mail, notices were deposited <br />in the New Brighton post Office on March 17, and the notice of <br />the hearing appeared in the New Brighton Bulletin on March 19 <br />and March 26. <br /> <br />MAYOR CRICHTON: Would our engineer, Mr. Christoffersen, <br />briefly explain the improvement proposed. <br /> <br />. <br /> <br />MR. CHRISTOFFERSEN: Thank you Mayor. I'm not so sure <br />this will be briefly explained, but I'll do my best. This is a <br />storm sewer improvement that has been under study since, I . <br />believe, the early 1970's. I think our file goes back - there <br />were some extensive studies accomplished in 1974. The studies <br />of 1974 gave us guidelines to foliow for construction of various <br />storm sewer facilities in this area that I will point out to <br />you. As you know, Ramsey County has constructed on Lexington <br />Avenue and County Road F was constructed. I will attempt to <br />explain the whole thing to you here very briefly. For orienta- <br />tion on the drawing, County Road E is here at the south. We <br />were just discussing Grey FOX Road, that's right here. Lexington <br />
