We're only talking about <br />Arden Hills' portion now, the $945,527.00:, because it would be <br />up to Shoreview to justify, and they will be holding a public <br />hearing just as we are for their $504,424.00. Assuming that the <br />project were 100% assessed, the estimated assessment rate would <br />then be $3,940.00 per acre. While the City has not yet deter- <br />mined the years of assessment, I would make the same recommenda- <br />tion for purposes of tonight's hearing that they do it on the <br />basis of not to exceed 15 years and the same comments I made in <br />connection with the other improvement would apply here as to <br />approximate interest rates, carrying charges on unpaid assess- <br />ments, as well as the right to prepay. Those comments would be <br />applicable here as well. <br /> <br />MAYOR CRICHTON: Mrs. McNiesh, do we have any written objec- <br />tions to this one? <br /> <br />CHARLOTTE McNIESH: I have another letter which is identical <br />to the one I just read on the Grey Fox Road improvement from <br />Roger B. Brostrom, R. L. Gould. <br /> <br />MAYOR CRICHTON: It's identical to the one we heard earlier. <br />Then I'd like to open the floor to any comments or questions <br />that we may have from the audience, questions of either the <br />engineer or the bond consultant or the Councilor any comments <br />on the proposed project. <br /> <br />MR. PAUL MILTON, 3673 North Hamline: I want to ask - is <br />everything inside that line going to be assessed for the sewer? <br />The dotted line you've got over there. <br /> <br />MR. POPOVICH: Mayor and members of the Council, on this <br />wall is the green area that was for purposes of the notice. <br />Everybody within the green area got a notice. The improvement <br />part is more jagged. Obviously that is the area to be drained. <br />It is those benefitted people who would be assessed. Now, if <br />somebody is between the jagged portion and where it's straight <br />here, obviously at the time of the assessment hearing they would <br />then be eliminated and not get an assessment, if they're 'outside <br />of the actual improvement as benefitted from construction. But <br />for purposes of the notice, we always include a larger area <br />because you can always decrease it but you can't increase an <br />area once you've published the description. That's the reason <br />(inaudible) . <br /> <br />MAYOR CRICHTON: So the land within the dotted line on the <br />transparency is what the engineer has indicated is drained <br />by this area and is proposed as being included in the assessment. <br />At the assessment hearing we will know for sure. It's the land <br />within this that's proposed by the engineer. <br /> <br />MR.
