Nobody knows where the bottom is <br />and if I were a businessman I'd be very concerned about that - <br />much more so than I am as an employee of a large company. <br />I'd be very concerned if I was faced with this kind of an <br />expenditure entirely on my own under these circumstances, so I <br />think it's desirable from their point of view if the Council <br />proceeds with the project that they be reassured somehow that <br />they're not going to have to foot the entire cost of this <br />project, and I think they would be (inaudible) they haven't <br />had this information prior to tonight about the State Aid money. <br />I think they would be relieved to some extent if they thought <br />the worst that could happen would be if they (inaudible) to <br />pay $368,000 with no further participation from the city <br />(inaudible) if they didn't have the feeling that would be <br />where they're at, you'd see a bunch of jumping jacks that would <br />be hollering let's do nothing. <br /> <br />Councilman Hanson then introduced the following resolution <br />and moved its adoption: <br /> <br />Resol ution No. J2J - 3i <br /> <br />RESOLUTION ORDERING THE CONSTRUCTION OF <br />IMPROVEMENT P-80-1 INTERIM DESIGN <br />WITH UNDERGROUND UTILITIES UNDER AND <br />PURSUANT TO MINNESOTA STATUTES, CHAPTER 429 <br />AND ORDERING PREPARATION OF PLANS AND SPECIFICATIONS <br /> <br />BE IT RESOLVED by the Council of the City of Arden Hills, <br />Minnesota, that in accordance with the provisions of Minnesota <br />Statutes, 1961, Chapter 429, as amended, the Council held a <br />public hearing on the proposed construction of Improvement <br />P-80-l including all that property on County Road E from <br />Lexington Avenue, west to Highway 51 by the installation of <br />underground power and telephone facilities, decorative lighting, <br />walkways, traffic channelization and landscaping, and necessary <br />appurtenances as described in the Notice of Hearing at a cost <br />presently estimated at $538,500.00, and substantially in accordance <br />with the preliminary report as to the feasibility thereof which <br />is now on file in the office of the City Clerk Administrator; <br />and having considered the views of all interested persons and <br />being fully advised in the premises, the Council does hereby <br />determine and order that said improvement shall be constructed <br />and financed. Special assessments shall be levied therefor, <br />pursuant to said Chapter 429, and the area to be assessed <br />therefor shall include the property as described in the Notice <br />of Hearing. Short, Elliott and Hendrickson, Inc., the city <br />consulting engineers, are hereby directed to prepare and <br />submit to the Council the final plans and specifications. <br /> <br />The motion for the adoption of the foregoing resolution was <br />duly seconded by Councilman Wingert, and upon roll call vote <br />
