HRING (Cont'd) The Administrator stated this rate is calculated by <br /> Ramsey County. He explained the County calculates the <br /> total market value of all property in the city and applies the the formula shown <br /> on the chart to detennine the tax capacity rates for the city and other <br /> goverrunental agencies. <br /> steele advised he is a member of the Finance Committee and is aware of the length <br /> of tilne Council1nembers and staff spend on the budgeting process. He suggested the <br /> residents be advised of the budget process schedule, in order to allow their <br /> input during the earlier stages of the budgeting process, rather than prior to <br /> the adoption of the J::udget d=tnnent. steele indicated some residents may feel the <br /> I::udget is noW' "cast in stone". <br /> steele noted that only two cities in the 5,000-10,000 population range have a tax <br /> rate lower than the City of Arden Hills. He stated the City has generally been <br /> fiscally responsible. <br /> Mayor Sather reported on the schedule for the budget process, which begins during <br /> the summer months. He advised the staff makes an effort to publish the budget <br /> meetings and all residents are welcome to attend. <br /> Kurt lawrence, 4516 Keithson Drive, questioned if the repair of Keithson Drive is <br /> included in the 1992 street :i.rrprovement funds and if the residents would be <br /> assessed for the street repair. <br /> Mayor Sather explained the budget includes the 1992 Pavement Management Funds and <br /> . some repair to Keithson Drive scheduled for 1992. He reported this is a newer <br /> street in the city and funds are not available for reconstruction of the street. <br /> He advised the City has adopted an asE'essment policy, which would be utilized if <br /> the street is proposed for reconstruction in the future. The Mayor reported that <br /> each street in the city is rated every three years in the pavement management <br /> program. <br /> Mayor Sather asked for any further canunents from the floor and hearing none, <br /> closed the public hearing at 8:05 p.m. <br /> Council1nembers thanka:i staff for the presentation. <br /> RES. #91-60; Hicks moved, seconded by Malone, to adopt Resolution <br /> AOOPl' 1992 No. 91-60, ClARIFYING FINAL SUMS OF MONEY '10 BE LEVIED <br /> LEVY FOR LEVY YEAR 1991 PAYABLE IN 1992.
