NEW BUSINESS - 4A <br />-ARVE_-HILLS <br />MEMORANDUM <br />DATE: July 10, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Jessica Jagoe, City Administrator <br />SUBJECT: Joint Development Authority (JDA) Alternate Appointment <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Motions to approve, table, or deny the following: <br />Resolution 2025-046 Appointing 2025 City Council Liaisons for Commissions and <br />Committees for a Joint Development Authority (JDA) Alternate Commissioner <br />Background <br />Per the Joint Powers Agreement of the JDA that oversees the TCAAP redevelopment project, the <br />City of Arden Hills may name an alternate appointee to serve in the capacity as a substitute for <br />any member appointee, in the event a member appointee is unable to attend a scheduled meeting <br />of the JDA or any committee or subcommittee thereof. This substitute appointee shall also have <br />the right to vote on any action requiring a vote of the member appointee, including all <br />substantive as well as procedural actions, when performing as a substitute for a regular member. <br />At its regular meeting on January 9, 2023, the City Council appointed Councilmember Rousseau <br />as the Alternate Commissioner through December 31, 2024. Staff verified that this alternate <br />position was not reappointed in 2025 as part of Resolution 2025-009, Appointing City Council <br />Liaisons for Commissions and Committees and Mayor Pro Tem. <br />The City Council is being asked to discuss and consider the appointment of an Alternate <br />Commissioner in the event that one of the regular members is unable to attend a future JDA or <br />committee/subcommittee meeting. Council should consider a two-year term in alignment with <br />the timing of the regular member appointments. Staff would recommend that 2025 be the first <br />year of the two-year term, which would be set to expire on December 31, 2026. <br />Budget Impact <br />N/A <br />Page l of ] <br />
