III. EXISTING CONDITIONS <br />A. Streets <br />The streets within the proposed project area are all predominantly residential streets with <br />urban street sections consisting of bituminous pavement and B618 or surmountable <br />concrete curb and gutter. The roadways provide a drive lane in each direction and parking <br />along the curb lines. The exception to this is Cummings Park Drive, which consists of a <br />partially median divided urban street section with no parking. The project areas were <br />originally constructed as part of five platted developments identified in the RFP as having <br />been completed primarily between 1977 and 1979 except for the Boston Scientific campus, <br />which was re -platted in 2015. Since the infrastructure's initial construction, city pavement <br />management records indicate the most recent structural pavement improvement projects <br />include: <br />• Amble Drive —1994 Reconstruction <br />• Amble Circle, Karth Lake Drive, Pleasant Drive (between the north and south cul-de- <br />sacs), and Pleasant Circle — 2003 Mill & Overlay <br />• Cummings Park Drive and Pleasant Drive (from Amble Drive to the south cul-de-sac) <br />— 2003 Reconstruction <br />• Karth Lake Circle — 2007 Reclamation <br />The project area includes over 130 properties adjacent to the street improvements. The bituminous pavement within the study area exhibits <br />wear and distress due to traffic loading as well as typical weathering effects experienced <br />with aged asphalt pavement. The existing pavement contains surface delamination, <br />transverse cracking, longitudinal cracking, some potholing, and some alligator -type cracking. <br />Prepared by: Bolton & Menk, Inc.
