to be quite steep and may not be feasible to improve to strict compliance with Americans with Disabilities Act (ADA) requirements. Additionally, ADA improvements will be implemented at two pedestrian ramp locations on the west end of Cummings Park Drive. The trail coming from the north is proposed to be realigned west to provide for a shorter and more perpendicular pedestrian crossing. The older trail pavement along the south side of Cummings Park Drive will also be replaced as part of the project (the first approximately 500-feet from Lexington Avenue). Finally, the trail segment along the south side of County Road 96 will also require replacement due to impacts from the proposed watermain work in the area. See Figure 1 in Appendix A for the proposed project layout identifying the trails to be rehabilitated and the locations of ADA pedestrian ramp improvements. H. Retaining Walls In coordination with the trail improvements, the existing three -tiered timber retaining wall near the Karth Lake pump station is proposed for replacement. It will be replaced with a modular block retaining wall or a slope/bank stabilization product and designed to mitigate undermining and erosion directly into Karth Lake. The constructability of this retaining wall improvement will be further evaluated during final design to determine impacts to the existing electric service box behind the existing wall. Depending on options, the electric service box may necessitate relocation. See Figure 6 in Appendix A for the proposed retaining wall replacement. V. STAKEHOLDER COORDINATION A. Private Utilities A private utility coordination meeting will be held with private utility companies that have facilities within the project area to understand the presence of existing overhead or underground facilities and plans for infrastructure upgrades or necessary relocations during the final design phase of the project. Based on the scope of this project primarily being a rehabilitation project, major conflicts are not anticipated but will be verified during the final design process. During coordination with these companies, the potential for coordinating fiber installations to provide home service will be discussed to minimize long-term impacts, if there are plans to provide this service. Public Involvement An online survey, posted from March to April 25, 2025, provided residents and property owners with an opportunity to provide feedback on the proposed improvements and identify information on the existing conditions within the project area. The mailing area included all properties adjacent to the proposed street improvements, as well as all properties along Karth Lake as part of the Karth Lake Improvement District (KLID) due to the considerations given to work in/along the lake. The feedback received included a lot of property specific information, but several common themes were also identified from the completed surveys. The common themes include concerns over impacts to irrigation systems, dog fences, private electric wiring, and landscaping, concerns regarding erosion over Cummings Park trails, concerns over street patches due to private sewer repairs, concerns over how the project will be assessed, existing drainage issues, interest in attracting telecom companies to install fiber internet, interest in adding street lighting, support for sediment capture BMP's prior to it entering the lake and general water quality improvements, and support for the KLID board's request for lake level monitoring/pumping Prepared by: Bolton & Menk, Inc.
