to be quite steep and may not be feasible to improve to strict compliance with Americans <br />with Disabilities Act (ADA) requirements. <br />Additionally, ADA improvements will be implemented at two pedestrian ramp locations on <br />the west end of Cummings Park Drive. The trail coming from the north is proposed to be <br />realigned west to provide for a shorter and more perpendicular pedestrian crossing. The <br />older trail pavement along the south side of Cummings Park Drive will also be replaced as <br />part of the project (the first approximately 500-feet from Lexington Avenue). Finally, the <br />trail segment along the south side of County Road 96 will also require replacement due to <br />impacts from the proposed watermain work in the area. <br />See Figure 1 in Appendix A for the proposed project layout identifying the trails to be <br />rehabilitated and the locations of ADA pedestrian ramp improvements. <br />H. Retaining Walls <br />In coordination with the trail improvements, the existing three -tiered timber retaining wall <br />near the Karth Lake pump station is proposed for replacement. It will be replaced with a <br />modular block retaining wall or a slope/bank stabilization product and designed to mitigate <br />undermining and erosion directly into Karth Lake. The constructability of this retaining wall <br />improvement will be further evaluated during final design to determine impacts to the <br />existing electric service box behind the existing wall. Depending on options, the electric <br />service box may necessitate relocation. <br />See Figure 6 in Appendix A for the proposed retaining wall replacement. <br />V. STAKEHOLDER COORDINATION <br />A. Private Utilities <br />A private utility coordination meeting will be held with private utility companies that have <br />facilities within the project area to understand the presence of existing overhead or <br />underground facilities and plans for infrastructure upgrades or necessary relocations during <br />the final design phase of the project. Based on the scope of this project primarily being a <br />rehabilitation project, major conflicts are not anticipated but will be verified during the final <br />design process. During coordination with these companies, the potential for coordinating <br />fiber installations to provide home service will be discussed to minimize long-term impacts, <br />if there are plans to provide this service. <br />Public Involvement <br />An online survey, posted from March to April 25, 2025, provided residents and property <br />owners with an opportunity to provide feedback on the proposed improvements and <br />identify information on the existing conditions within the project area. The mailing area <br />included all properties adjacent to the proposed street improvements, as well as all <br />properties along Karth Lake as part of the Karth Lake Improvement District (KLID) due to the <br />considerations given to work in/along the lake. The feedback received included a lot of <br />property specific information, but several common themes were also identified from the <br />completed surveys. The common themes include concerns over impacts to irrigation <br />systems, dog fences, private electric wiring, and landscaping, concerns regarding erosion <br />over Cummings Park trails, concerns over street patches due to private sewer repairs, <br />concerns over how the project will be assessed, existing drainage issues, interest in <br />attracting telecom companies to install fiber internet, interest in adding street lighting, <br />support for sediment capture BMP's prior to it entering the lake and general water quality <br />improvements, and support for the KLID board's request for lake level monitoring/pumping <br />Prepared by: Bolton & Menk, Inc.
