o -AR�ENHILLS Approved: July 14, 2025 [DRAFT-.-, CITY OF ARDEN HILLS, MINNESOTA REGULAR CITY COUNCIL MEETING JUNE 9, 2025 7:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City Council meeting at 7:00 p.m. Present: Mayor David Grant, Councilmembers Brenda Holden, Tena Monson, Emily Rousseau and Kurt Weber Absent: None Also present: City Administrator Jessica Jagoe; Public Works Director/City Engineer David Swearingen; Finance Director Joua Yang; and Assistant to the City Administrator/City Clerk Julie Hanson PLEDGE OF ALLEGIANCE 1. APPROVAL OF AGENDA MOTION: Councilmember Monson moved and Councilmember Holden seconded a motion to approve the meeting agenda as presented. The motion carried (5- 2. TCAAP/RICE CREEK COMMONS UPDATE City Administrator Jagoe stated the Joint Development Authority met on June 2"d Commissioners received a Lessons Learned document from Ryan Companies from their experience with the Outlot A site development. This document included feedback on code language in the TRC applicable to the proportion of office space required with industrial uses, maximum building height, shading requirements, and parking ratios as well as other related to the Sustainability Guidelines. Commissioners scheduled a discussion on these comments at their August Work Session. JDA staff reviewed the current status of the 2023 Term Sheet. Bob Lux with Alatus made a presentation to the JDA. He shared that the purchase and sale agreement to the County is to try and mitigate the risk to the County and City as much as possible. They are still proposing the site takedown as one parcel and to complete the mass grading and fine grading along with installation of the roadbed for the Spine Road. Alatus has provided draft language to the County to consider for the right of reentry should the Developer default on performance
