Absent: O:luncilmember 'Ihomas Mahowald. Also present: <br />Engineers Terry Maurer and Mark Graham, Attorney Jerry Filla, Planner John <br />Bergly, Park Director John Buckley, Public Works Superintendent Dan Winkel, Clerk <br />Adntinistrator Gal:y Berger and Deputy Clerk Catherine Iago. <br /> <br />VALENTINE AVENUE; Council was referred to a JDeI\lOrarxluIn from the Clerk <br />PUB. SAFEI'Y CXlNCE:RNS Administrator dated 6-21-91 and a letter from Engineers <br />Terry Maurer and Mark Graham dated 6-18-91, relative to <br />Valentine Avenue safety issues previously discussed with area residents. <br /> <br />Mayor Sather introduced Commander Jerry Bergeron and Deputy Gal:y Gibbs, <br />representing the Ramsey County Sheriff's Deparbnent, Ramsey County Engineer Dan <br />Solar, and City Engineers Terry Maurer and Mark Graham. Sather reported that John <br />Ostlund was invited to attend the meeting, to represent the Mounds view School <br />District, however, due to a conflict in scheduling, he was unable to attend. <br /> <br />. <br /> <br />Engineer Graham rep:Jrted on the traffic COIlllt and speed analysis recently <br />conducted on Valentine Avenue, between County Road F and Old Highway 10. He <br />advised that traffic counts were taken at three separate locations along <br />Valentine Avenue and in separate two day segments, in order to detennine both <br />weekday and weekend traffic volumes and speed. <br /> <br />GrahaJn reviewed the peak traffic periods and the times of =ence during the <br />weekdays while school was still in session, during the weekdays when school was <br />not in session and during the weekends. He also reviewed the speed analysis on <br />both eastbound and westbound traffic directions on both the weekdays and weekend <br />periods. Graham reported the average vehicular speed, as calculated, is below 30 <br />mph for vehicles traveling in either direction on the road. <br /> <br />. <br /> <br />Engineer GrahaJn explained that based on traffic engineering principles and the <br />number of vehicle trips a home produces per day, the traffic counts on the road <br />are fairly low and it appears that a stop sign is not warranted on Valentine <br />Avenue at its intersection with Valentine Court. He further advised that the <br />speed analysis does not support the sp<>eding concerns expressed by residents, <br />since the average speed is below 30 mph. Graham explained that the geometries of <br />Valentine Avenue and the close proximity of the homes to the roadway may give the <br />appearance of vehicles traveling at a higher speed. <br /> <br />Mayor Sather asked the Engineer the highest speed recorded on Valentine Avenue. <br /> <br />Engineer Graham reported one vehicle traveling at 41 mph and the vehicle speed <br />was recorded at 5 p.m.; indicated it is conceivable that the data may be <br />incorrect if two vehicles were crossing the speed registers at the same t:iroe. <br /> <br />Engineer Maurer advised the vast majority of vehicles registered an approxilnate <br />speed of 25 mph. He discussed the use of stop signs and warrants which should be <br />met prior to installation of a stop sign. Maurer explained that stop signs are <br />not intended to control speed; studies tend to indicate IlIOre problems may exist <br />when a "non-warranted" stop sign is installed. <br />
