<br />Minutes of the Arden Hills Regular Council Meeting, 4-29-91 <br />Page 7 <br /> <br />. <br /> <br />SNELLING (Cant'd) <br /> <br />McClung state:i he would prefer an assessment of $14.00 <br />per front foot, rather than the proposed $27.50, in view <br />of past policy by the City. <br /> <br />Mayor Sather advised this is not an assessment hearing. <br /> <br />There was discussion relative to other projects in the city which would relate to <br />this type of assessment situation. <br /> <br />Dave stroneck questioned if the street width must be 36 feet to qualify for state <br />Aid funding. <br /> <br />Engineer Maurer explained the street must be 32 feet wide to qualify; the <br />adclitional footage is to acconnnodate parking. He advised that narrowing the <br />street does not affect the assessment rate. <br /> <br />laura Allen, 1575 Briarknoll Drive, questioned the procedure for closing the <br />road. She state:i opposition to the proposed :i.nprovement and widening the road to <br />accommodate parking f= utilization of the park property. Allen suggested the <br />road be closed at a point south of the Church access or that speed b.nrq:ls be <br />placed on the road surface. <br /> <br />Mayor Sather advised that closing the road is not a consideration as it would <br />landlcx::k other properties; speed hnnps =eate a liability issue and may damage <br />snaNplowing equipnent. <br /> <br />. <br /> <br />Mayor Sather asked if there were any further COIlIllIeI1ts fram the floor. There was <br />no response and the public hearing was closed at 8:41 p.m. <br /> <br />Councilmember Hansen explained that previous COIlIllIeI1ts relating to Snelling Avenue <br />were complaints regarding the corrli.tion of the road. She stated that gravel roads <br />surfaces are difficult to maintain. Hansen favored the inclusion of a detached <br />walking/bike path. She questioned if any easements must be obtained from the <br />residents to complete the project. <br /> <br />Engineer Maurer explained the project may be constructed totally within the 66 <br />ft. right-of-way; tenp:>rary slope easements may be necessary for grading purposes <br />and may be granted at the discretion of the property owner. <br /> <br />Hansen agreed that the no right turn restriction :iJnposed on the two Church <br />properties be retained to eliminate traffic in the residential area. She did not <br />agree that improvement of a road increases traffic speeds. She thanked the <br />residents for their =nnents. <br /> <br />. <br /> <br />Councilmember Malone explained the Council has been aware of the corrli.tion of <br />North Snelling f= a lon;r ti1ne. He advised funds have not been available to begin <br />a reconstruction project and the city basically does not have sufficient funds at <br />this tline f= the project. Malone state:i the maintenance efforts have not <br />llnproved the road surface. He commented that the assessment policy is based on a <br />standard residential street, not on the roadway classification, and it appears to <br />be a fair assessment. Malone advised there is no record of North Snelling Avenue <br />ever having been assessed f= road construction. He advised Council has the <br />option not to proceed with the proposed inprovement; if it is not ordered at this <br />ti1ne it may not return for consideration for a long ti1ne. <br />
