Pursuant to due call and notice thereof, May= Sather called the meeting to order at 7:30 p.m. ROLL CALL 'Ihe roll being called the following members were present: Mayor 'Ihanas Sather, eouncilmernbers Nancy Hansen, Paul Malone and Ja/\nn Growe. Absent: CClIll1cil1nember 'Ihanas Mahowald. Also present: Engineer Mark Graham, Treasurer Frank Green, Park Director John Buckley, Public Wcr-ks SUperintendent Dan Winkel, Clerk Adrninistrat= Gary Berger and Deputy Clerk Catherine Iago. CALL 'IO ORDER ADOPl' AMENDED Malone moved, seconded by Hansen, to delete and table AGENDA Item 4 (a) 1.U1der the Consent Calendar and direct staff to request verification of nonprofit status of the victory Achievers organization. Motion carried unanimously. (4-0) Malone moved, seconded by Hansen, to adopt the January 28 Agenda, as amended by deletion and tabling of Item 4(a) 1.U1der the consent Calendar. Motion carried unanimously. (4-0) APPROVE MINUI'FS Growe moved, seconded by Malone, to approve the minutes of the January 14 regular Council meeting as suJ:mitted. Motion carried unanimously. (4-0) CXlNSENT CALENDAR Hansen moved, secorrled by Growe, to adopt the consent Calendar, Items 4(b) thru 4(e), and authorize execution of all necessary dOClllrel1ts contained therein: . b. Approve 1991 Business and Refuse Collector License Renewals. c. Appointment to Park and Recreation Commission. d. Appointment to Finance Committee. e. Approve List of Claims and Payroll. Motion carried unanimously. (4-0) PUBLIC crnMENTS PARKING; VINCE LINDERS, 1945 GLENPAUL vince Linders, 1945 Glenpaul Avenue, appeared bef=e Council to discuss a citation he received for parking on his property. Linders advised he owns a vehicle which he parks in his yard during the winter months, and the City requires such vehicles to be parked on an improved surface. He requested Council consider an amendment to the =ent requirements which allows parking on an unilnproved surface during winter months. Linders explained the requirement was probably :iJnposed f= control of dust and to lllnit daJnage to grass during the summer months in residential areas. . Council1nember Hansen stated she has polled other cormnunities regarding parking requirements and most cities do require parking on :iJnproved surfaces. She noted that she would not fav= parking on un:iJnproved surfaces since that may =eate haphazard parking on properties. Mayor Sather advised Linders that this matter will be referred to the appropriate citizen committee for review and recommendation and staff will contact Linders regarding the outcome of the study. Linders thanked Council for consideration of his request.
