He noted the <br />accountant will begin enployment February 4 and should be prepared to offer <br />conunents for the February 11 Council meeting. <br /> <br />Malone moved, seconded by Growe, to table action on the <br />Investment Policy prepared by the Finance Cormnittee to the Regular Council <br />meeting held February 11, 1991, to allow the city Accountant and Attorney time to <br />review the proposed dOCllI1lel1t. (4-0) <br /> <br />MEA REPORl'; PROP'D <br />RFSOllJI'IONS, NORm <br />SNELLING AVENUE, <br />HAMLINE AVENUE <br /> <br />Malone moved, seconded by Growe, to adopt Resolution No. <br />91-06, REVOKING A MUNICIPAL STATE AID SI'REEI' HAMLINE <br />AVENUE F'RCM U.S. HIGHWAY 96 'IO 'lliE NORm 2.0 MILES 'IO <br />WESI' OJUNTY ROAD 1. Motion carried unanimously. (4-0) <br /> <br />Malone moved, seconded by Growe, to adopt Resolution No. <br />91-07, ESTABLISHING A MUNICIPAL STATE AID SI'REEI' (NORl'H SNELLING). Motion carried <br />unanimously. (4-0) <br /> <br />Malone moved, seconded by Growe, to adopt Resolution No. <br />91-08, ORDERING A PRELIMINARY FEASIBILITY REFGRl' IN THE MATI'ER OF THE NORm (OLD) <br />SNELLING AVENUE SI'REEI' IMPROVEMENT OF 1991. Motion =ied unanimously. (4-0) <br /> <br />. <br /> <br />PROP'D 1991 <br />PAVEMENT ~. <br />PROJECT <br /> <br />Council was referred to a letter from Engineers Maurer <br />and Graham dated 1-24-91, which outlines the 1991 <br />Pavement Management Improvements Project. <br /> <br />Engineer Graham reviewed the proposed projects which consist of sealcoating and <br />bituminous overlay :i1nprovements on City streets. Graham explained that <br />Counci1member Malone noted the assessment nanual recently adopted by the Council <br />outlines policy for assessment of bituminous overlay projects to benefitted <br />property owners. He advised that $125,000 is budgeted for 1991 pavement <br />nanagement projects and the :i1nprovements listed in the 1-24-91 letter <br />conservatively estimate costs to be at the amount budgeted, however, the figures <br />my change due to =ent events in the Persian Gulf =isis. <br /> <br />Counci1member Malone suggested representatives fram MEA be requested to review <br />bituminous overlay projects which my be assessed, determine the cost savings to <br />the city and outline additional projects to be included in the program by <br />utilizing the remaining funds. He further suggested that MEA prepare standardized <br />residential and conunercial/industrial :i1nprovement rates for 1991 and return to <br />council at the February 11 meeting. <br /> <br />Malone moved, seconded by Growe, to approve the 1991 <br />Sealcoating :iItprovements as listed in the Engineer's report dated 1-24-91. <br /> <br />Engineer Graham explained if a portion of the costs for the bituminous overlay <br />projects are assessed to benefitted property owners, there my be additional <br />streets added to the sealcoating :iItprovements listed in this report; suggested <br />Council defer action on this mtter until a revised report is prepared. <br /> <br />. Counci1member Malone withdrew the motion; Growe withdrew the second. <br />
