<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br />MINUTES OF THE ARDEN HILLS COUNCIL BUDGET WORKSESSION <br />WEDNESDAY, AUGUST 19, 1992 - 4:00 P.M. <br /> <br />CALL TO ORDER <br /> <br />Pursuant to due call and notice thereof, Mayor Sather <br />called the meeting to order at 4:00 p.m. <br /> <br />ROLL CALL <br /> <br />The roll being called the following members were <br />present: Mayor Thomas Sather, Councilmembers Paul <br />Malone, Thomas Mahowald and Dale Hicks. Absent: <br />Councilmember JoAnn Growe. Also present: Accountant <br />Terrance Post, Park Director John Buckley and Acting <br />Clerk Administrator catherine Iago. <br /> <br />BUDGET PRESENTATION <br /> <br />City Accountant Terrance Post referred to his <br />memorandum dated 8-18-92, which outlined factors <br />affecting the 1993 budget process. He noted that <br />Council direction to staff was to limit the 1993 <br />General Fund expenditures to a less than 5 percent <br />increase. Post explained the projected 1993 increase of <br />8.6 percent includes the purpose of a $100,000 Capital <br />Budget item, a new street sweeper. He indicated if this <br />item is treated as an "overlay" item and excluded from <br />the 1993 baseline proposed budget, the rate of increase <br />drops to 3.5 percent, which is within guidelines. <br /> <br />Post also reviewed external factors affecting the <br />process, which include: imposition of the Minnesota <br />Sales Tax, removal of levy limitations, no dramatic <br />change in the Consumer Price Index from 1992 to 1993, <br />and the impact of HACA collection on the General Fund. <br /> <br />Discussion items relating to the 1992 Budget and <br />Council direction to staff are listed below: <br /> <br />Review alternatives to purchase of a new sweeper: Lease <br />from neighboring community or contract with independent <br />contractor. (Future funding possible through storm <br />water utility) <br /> <br />Calculate impact of 6.S percent sales tax on 1993 <br />Budget and provide data at next meeting. <br /> <br />Discussion of HACA aid collection. <br /> <br />Removal of <br />facility: <br />1992. <br /> <br />underground storage tank at Public Works <br />Staff to proceed with removal of tank in <br />
