ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — JUNE 23, 2025 10 <br />Councilmember Weber said in his experience the limiting factor for participation is the massive <br />line. <br />Assistant to the City Administrator/City Clerk Hanson said the location of the event would be <br />at the Public Works yard space off of Hamline, where it used to be when we partnered with the <br />City of Shoreview. <br />Councilmember Holden said there are places that some of the items on the list can be recycled <br />free of charge. She would like Staff to narrow the list and identify where those items can be taken <br />for free. She said there wasn't a line in Blaine. <br />Assistant to the City Administrator/City Clerk Hanson said the only complaint she has heard <br />is that residents don't like driving to Blaine. <br />Mayor Pro Tem Monson directed Staff to narrow the plan and bring this item back. <br />Council agreed to max out the $20,000. <br />Councilmember Holden doesn't want tablets and laptops on the list because there is not <br />guarantee the devices will be wiped clean of resident data. She doesn't want those items to be <br />collected at this event. <br />Mayor Pro Tem Monson said that would be the resident's responsibility. <br />Councilmember Holden understands that, but a lot of people don't understand how to do that. <br />C. 2026 PMP Feasibility Review <br />Public Works Director/City Engineer Swearingen introduced the 2026 PMP Street Utility <br />improvements project feasibility study. This is a special assessment project. The feasibility study <br />is part of the 429 process. He is seeking Council feedback prior to the final report that will be <br />brought back to Council at a regular meeting for approval. He said Brad Fisher from Bolton and <br />Menk will present a high level summary of the project. Staff will walk through the items they are <br />seeking direction on after the presentation. <br />Brad Fisher, Project Manager with Bolton and Menk said he will discuss the scope and <br />preliminary fees associated with the 2026 PMP project. He said the scope of work is an <br />infrastructure maintenance project. There will be various methods of street pavement <br />rehabilitation. The majority of the project will receive a reclamation and overlay and one of the <br />streets will receive a mill and overlay based on the condition of those pavements. All of the <br />project areas will receive spot concrete curb and gutter replacements if there is significant <br />deterioration or insufficient drainage. There will be some spot storm sewer repairs and water <br />quality infrastructure improvements, including sediment capture devices prior to outlet into the <br />lake. Also included are sanitary sewer repairs and I&I improvements. An area along Highway 96, <br />where there have been some watermain breaks, will be realigned. The watermain runs along the <br />curbline of Highway 96. Repairs require digging into the County Road. They will relocate that <br />watermain to the south. The repair will prevent future breaks but if there were a break or if <br />maintenance was required, it would only impact the trail, not the County Road. Phase 2 of the <br />stormwater BMP pond is a continuation of phase 1 which was an improvement along the <br />
