-

.

.

,
.

'l\fINUTES OF THE ARDEN HILLS COUNCIL WORKSESSION 6/15/93
PAGE THREE

their development plan.

Councilmember Malone asked if Everest had the City of Mounds View agree to this
arrangement. Mr. Franke stated no, they did not think it would be applicable in that
City.

All Councilmembers were in consensus that there were definitely issues that would need
to be discussed. The Council has not had a chance to speak with each other and learn
of concerns each of the Councilmember have with this Developer Agreement as
presented this evening.

Councilmembers agreed to hold a special meeting after the regular Council meeting of
June 28, 1993 to discuss the Developer Agreement further.

Mayor Tom Sather arrived at 7:15 pm and was updated on previous agenda items
discussed.

Discussion of an Economic Development Committee

Councilmember Aplikowski referred to the memo provided in the Council packet
requesting direction from the Council to establish a Economic Development Committee.
All Councilmembers agreed that forming this Committee would be a positive step to
enhance the economic development of the City. Councilmembers Malone and Probst
offered additional names of people to communicate in the community who might be
interested to serve on this Committee. Councihnember Aplikowski commented that this
Committee would be advisory in nature to the Council. Councilmember Aplikowski
suggested that she would make first contact with the persons suggested to call on. If
interested in serving, a letter would then be sent on behalf of the Mayor and entire
Council.

MOTION: Probst moved, seconded by Hicks to establish an Economic Development
Committee. Motion carried. (5-0).

Council Comments: Councilmember Probst briefed the Councilmembers on a meeting
being scheduled on July 13 to work out a compromise with parties involved in the
TCAAP property. Mike Fix from TCAAP will be extending an invitation to the City,
Ramsey County Public Works, the DNR, Ramsey County Parks, Environmental Groups,
the National Guard and Representative Bruce Vento. All invited parties will receive a
map of the arsenal. All parties should be prepared to make revisions to include more
open space. Councilmember Probst asked Council if they would be in agreement to
allow Councilmember Probst to pursue approximately 40% of open space. All
Councilmembers agreed to allow Councilmember Probst to assist in coming to a fairly
quick compromise.

Adjourn: Malone moved, seconded by Hicks to adjourn at 7:30 pm. Motion carried.
(5-0).

Dorothy A. Person, City Administrator
