►.HKGi <br />Planning Landscape Architecture I Urban Design <br />CITY COUNCIL SUMMARY MEMO <br />TO: Arden Hills City Council <br />FROM: Jason Zimmerman and Rita Trapp, Consulting Planners <br />DATE: August 11, 2025 <br />SUBJECT: Summary of Work Session #3 and Additional Materials — Zoning and Subdivision <br />Ordinance Updates <br />OVERVIEW <br />On July 9t", HKGi held the third work session with the Planning Commission to discuss various <br />recommended updates to the City's Zoning and Subdivision ordinances. The report to the Planning <br />Commission is attached. This summary memo is intended to brief the City Council on the material <br />presented, the questions and discussions that occurred, and the general direction offered by the <br />Planning Commission. <br />In addition, having completed all three work sessions, the City Council now has the opportunity to <br />weigh in on various aspects of the code update and provide direction as text is being drafted. To that <br />end, HKGi has provided additional information at the end of this memo to try and address questions <br />that were raised by the City Council during their most recent discussions. <br />WORK SESSION TOPICS <br />Three topics were discussed at the third Planning Commission work session; the discussion around <br />each will be summarized in turn: <br />• Use Specific Standards <br />• Subdivision Regulations <br />• Procedures <br />USE SPECIFIC STANDARDS <br />HKGi highlighted the dozen or so uses in the zoning text today that have specific performance <br />standards associated with them, and suggested adding ten or so more to cover any uses that are <br />classified as Permitted with Standards in the updated use table. The Planning Commission was <br />interested in developing standards for Data Centers and this was added to the list. One Commissioner <br />prepared a supplemental handout suggesting some refinements to the use specific standards. Aspects <br />of his handout will be incorporated into the code. <br />The Commissioners also inquired about the appropriate place in the code to address Affordable <br />Housing Units. This launched a discussion around how other cities in the metro area have attempted to <br />incentivize or require affordable house to be incorporated into developments.
