City Council Summary Memo — Work Session #3 — Zoning Ordinance Update —August 11, 2025 <br />• Variances <br />• Site plan review <br />The bulk of the discussion during this portion of the work session was around PUDs and what <br />standards the City should use to evaluate if the flexibility being requested by the developer should be <br />granted. HKGi recommends developing a list of the public benefits the City would desire when <br />considering relaxing certain standards. This would help developers understand what elements they <br />might propose as part of their application, and would provide a benchmark for the City when reviewing <br />the proposal. Examples of the sorts of public benefits desired by other local communities are attached. <br />Finally, there was discussion around PUD amendments and if some more minor changes could be <br />approved administratively or through a simplified process that did not require a full public hearing. The <br />Planning Commission supported streamlining the amendment process where possible, and encouraged <br />HKGi and staff to work with the City Attorney to explore options. <br />OTHER UPDATES <br />In May and June, the City Council conducted a deep dive in the materials reviewed by the Planning <br />Commission during their first two work sessions. This process generated a number of questions and <br />some requests for explanation. In an effort to address as many of these questions as possible in <br />advance of the City Council meeting — and to be able to spend time at the meeting on those topics that <br />require more discussion — the following information is provided. <br />Lot and Site Standards: <br />Height —The City Council requested that the height of structures be limited to a maximum of 35 feet <br />unless additional height were to be approved through a CUP or PUD process. This change has been <br />made. Council Members should be aware that it does reduce the height currently allowed in two <br />zoning districts B-2 (50 feet) and I -FLEX (45 feet). <br />Use Tables: <br />Housing Types — In reviewing the use table, the City Council had a number of questions around the <br />various housing types that were referenced. Below is a draft of the definitions of the housing types <br />that are proposed to be included in the updated code: <br />Dwelling. A building, or portion thereof, designated or used predominately for residential occupancy, <br />including housing types such as single -unit detached, manufactured home, two -unit (duplex), twinhome, <br />multi -unit, town home/rowhouse, live -work, and dwelling units in a mixed -use building. A dwelling use <br />excludes occupancy in tents, recreational vehicles, travel trailers, hotels, motels, and boarding or <br />rooming houses. <br />Dwelling, cottage courtyard development. A cluster of multiple, individual detached dwelling units <br />arranged around a shared courtyard or open space that is typically perpendicular to the street and <br />where the shared courtyard takes the place of individual rear yards. <br />IF <br />
