AGENDA ITEM - 3E <br />'!Tt <br />-ADEN HILLS <br />MEMORANDUM <br />DATE: August 11, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Jessica Jagoe, City Administrator <br />SUBJECT: Keeping of Ducks Discussion <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Council should provide direction to staff on the keeping of ducks. <br />Background <br />At the May 121h work session, the City Council requested that the ordinance for the keeping of <br />chickens as well as the topic of ducks be brought to the special work session for discussion. At <br />the June 30th work session, the Council gave staff direction to move forward with ordinance <br />amendments for the keeping of chickens but separated the discussion for the keeping of ducks as <br />a future agenda item. <br />Keeping of Ducks <br />Staff conducted a survey of adjacent communities for their ordinance language for the keeping of <br />ducks. Of 10 surveyed communities, six (6) allow for the keeping of ducks. The definition of a <br />duck varied in the reviewed ordinances. Four (4) of the cities included chickens and ducks in the <br />same definition. The following definitions were applied to ducks: <br />- Fowl <br />- Non -chicken Fowl <br />- Waterfowl <br />- Poultry <br />- Bird of the order Anseriformes <br />- Non -domestic Animal <br />Page l of 2 <br />
