Attachment A <br />Elena Fransen, AICP <br />Senior Planner <br />City of Arden Hills <br />1245 West Highway 96 <br />Arden Hills, MN 55112 <br />Office Phone: (651) 792-7843 <br />efransen@cityofardenhills.org <br />July 24t", 2025 <br />Subject: Arden Hills Apartments - Project Narrative <br />Dear Elena, <br />AVIC Development LLC submits the following narrative to accompany the previously submitted <br />Concept Plan for consideration by the City of Arden Hills for a proposed market -rate, multi -family <br />apartment building located at 3737 Lexington Avenue N and 1133 Grey Fox Road in Arden Hills, MN. <br />Proiect Statement <br />AVIC Development sees a great opportunity to redevelop and revitalize the site at 3737 Lexington <br />while enhancing the neighborhood and community by providing an exceptional, market -rate, <br />apartment community. The site location has fantastic proximity to retail, the highway system as well <br />as access to multiple fortune 500 companies, offering an attractive location. <br />The vision for this project is to offer an elevated living experience for tenants to rival the recently <br />completed projects in the area. We see the primary demographic of future tenants as young <br />professionals, empty nesters, and recently retired people looking to downsize. <br />The proposed building's placement on the site is intended to provide a statement at the corner of <br />Lexington Avenue and Grey Fox Road, a highly visible and public corner. Vehicular access is proposed <br />to be moved away from the intersection and aligned with Cub Foods' access to the south. Surface <br />parking is limited where adjacent and visable to public streets. <br />The layout strive to provide units in ideal locations while also providing interior/structured parking to <br />satisfy tenant demand (115 parking spaces/105 units). Typically, one structured parking space per <br />unit meets this demand. A private courtyard is provided at Level 2 (above the parking) to offer units <br />an intimate and connected experience. <br />Parking Narrative <br />Based on the DevelopmentTeam's recent project experience, similar sized developments with similar <br />unit distribution utilize parking at a 1.4 unit -to -parking ratio. Based on this metric, the anticipated <br />parking demand for 105 units would be 147 parking spaces, 169 parking spaces are provided on the <br />Concept Plan. <br />
