The motion for the adoption of the foregoing resolution was duly seconded by Councilman McAllister and upon vote being taken thereon, the following voted in favor thereof: Mayor Woodburn and Councilmen Hicks and Mulcahy; and the following voted against the same: Councilman McAllister (Councilman Christiansen abstained, as he was not present for the entire hearing); whereupon said resolution was declared duly passed and adopted.
