It is hereby found and determined by this Council that <br />the foregoing amendment is just and equitable to said proposed <br />assessment, and necessary to a fair assessment for payment of <br />the cost of said improvement. <br /> <br />The motion for the adoption of the foregoing resolution <br /> <br />was duly seconded by Councilman McAllister and upon vote being <br /> <br />taken thereon, the following voted in favor thereof: Mayor <br /> <br />Woodburn and Councilmen Hicks and Mulcahy; and the following <br /> <br />voted against the same: Councilman McAllister (Councilman <br /> <br />Christiansen abstained, as he was not present for the entire <br /> <br />hearing); whereupon said resolution was declared duly passed <br /> <br />and adopted. <br /> <br />Councilman Hicks then introduced the following resolution <br /> <br />and moved its adoption: <br /> <br />. <br /> <br />-17- <br />
