Of course, this is <br />the feasibility hearing, so we won't know the actual cost <br />until after the construction. Assuming there are 2500 feet <br />of assessable frontage - of benefitted property - according <br />to the engineer, and assuming it's 100% assessed, it would be <br />$49.76 per front foot - roughly $50.00 per front foot. <br />Whether we assess this over a period of ten years, six years - <br />what have you - there are a lot of residents here so I would <br />assume that a ten year period might be suggested - but we <br />have no financing at this time because there is no pending <br />bond issue. This will be handled internally and assuming <br />there are enough of those, there will an issue next year or <br />the year thereafter, which mayor may not pick this up, but <br />will if it's required. <br /> <br />For purposes of assessment costs, we would, of course, <br />recommend at least 10%, but if interest rates are higher <br />then, we would have a different carrying charge, depending on <br />what the bond issues are, so we're at least that 1% over. <br /> <br />MAYOR WOODBURN: Are there any written questions or <br />objections or comments? <br /> <br />MRS. CHRISTINE MELQUIST, 1699 Chatham Avenue: My <br />husband and I purchased the lot on Round Lake, just south of <br />4345, and I have some questions I would like to ask. My <br />husband was wondering if it would be possible to use a six <br />inch water line instead of an eight inch water line since - <br />if you were to put in water - it would be a closed water loop - <br />considering that a six inch line has enough cross-sectional <br />area to handle 36 one inch residential lines and a six inch <br />line would save $5.40 per foot. <br /> <br />MAYOR WOODBURN: We'll take these questions one at a <br />time - I think you have more than one. Does your husband <br />hire out for engineering? We may be looking around. <br /> <br />. <br /> <br />MR. CHRISTOFFERSEN: First of all, I'd have to check out <br />the unit prices. The unit prices I used (inaudible) the <br />difference between an eight and a six is $4.00 a linear foot. <br />The eight inch watermain extension is part of the whole water- <br />main system in the City of Arden Hills, as planned in 1969. <br />For flow rates, it was felt that an eight inch was necessary <br />in this particular area. It's not necessary for domestic use. <br />If it was just domestic use, probably a six inch would work, <br />but we're looking at fire protection and we have to get a <br />certain amount of flow for "peak day" types of things for <br />fire flow. So it's really the fire flow needs that dictate <br />the size of the watermain. <br /> <br />-2- <br />
