CHRISTOFFERSEN: My understanding of that issue is <br />that currently, the Environmental Protection Agency has not <br />considered this as a source to use superfunds because they do <br />not - the Minnesota PCA recognizes there are traces in some <br />wells along this reach - but they are not harmful. They have <br />determined that they are not harmful at this time. A simple <br />answer to your question - at this point in time it is not <br />foreseeable that the EPA would contribute their superfunding <br />to reimburse you. <br /> <br />. <br /> <br />MAYOR WOODBURN: I think the question may not have been <br />answered . . . <br /> <br />MR. CHRISTOFFERSEN: I don't want to encourage (inaudible) <br />that they're going to get payment for it. <br /> <br />MAYOR WOODBURN: Future damages and suing back - I <br />don't know if we have the expertise on that to answer you. <br /> <br />COUNCILMAN CHRISTIANSEN: Based on our discussions with <br />agents from the Minnesota Pollution Control Agency, it would <br />appear that, at this time, the contamination is not sufficient <br />enough south of 96 to warrant PCA or EPA to fund this project. <br />Once this project is built and assessed out, the chances of <br />getting the army or EPA to reimburse you for the expenses of <br />this project are probably nil. <br /> <br />MRS. MELQUIST: Would the assessment be at 100% or <br />would the City or army share part of the cost? <br /> <br />MR. POPOVICH: We've recommended 100% for purposes of <br />the feasibility hearing. Obviously, if you have any extra <br />money in between now and the assessment hearing - then it <br />would be up to the Council to determine how to handle it. <br />For purposes of tonight, you'd better assume you're paying <br />for it by yourself. <br /> <br />MAYOR WOODBURN: What has been the past policy on water- <br />mains? <br /> <br />MR. POPOVICH: It has varied. <br /> <br />MR. CHRISTOFFERSEN: I believe that the City did pick <br />up part of the last improvement in that area. <br /> <br />MR. POPOVICH: It has varied in previous projects - <br />some at 100% and some where portions have been picked up by <br />the City, depending on the particular needs of the project. <br /> <br />MRS.
