ARDEN HILLS SPECIAL CITY COLI-NCIL WORK SESSION - AUGUST II,2O25 32 <br />Councilmember Monson asked if the funding of Lake Johanna Boulevard would be a good topic <br />for a special work session. <br />Councilmember Rousseau thought strategic planning would be a good topic. <br />City Administrator Jagoe will follow up with the facilitator. The will be a placeholder topic for <br />a September 29 special work session. <br />Council agreed. <br />Councilmember Monson looked at the list. She said we have short term rental ordinance, rental <br />licensing program which go hand in hand with ADUs. <br />Councilmember Holden asked if they do. <br />City Administrator Jagoe said they are different discussions. There will be something in the <br />ADU ordinance regarding rentals, but the rental licensing and short term rental aren't always <br />ADUs. <br />Councilmember Holden said we have a lot of rental properties right now. <br />City Administrator Jagoe said the short term rental and rental licensing will come back once the <br />Community Development Director is here. <br />Councilmember Monson asked about Code of Conduct. She said we completed the committees <br />but haven't done Council. We have the norns and have talked about expanding them to be a little <br />broader. <br />Mayor Grant said we need to be able to see ourselves in our own conduct to know. <br />Councilmember Monson suggested everyone should watch tonight's meeting video. <br />Mayor Grant doesn't think the encroachment discussion would be a huge lift for Staff. <br />Public Works Director/City Engineer Swearingen said he was going to try to mix that <br />discussion in with the Adopt-A-Spot program. That may address some of these encroachments. <br />Staff will be proposing an Adopt-A-Spot program. It's similar to Adopt-A-Parks, but this can be a <br />spot in a park. <br />Councilmember Holden said residents can make their yard bigger by adopting the spot abutting <br />your yard. <br />Pubtic Works Director/City Engineer Swearingen said residents could propose to do <br />something for the City, with that space. It can be maintaining the area or possibly adding a <br />feature. <br />Councilmember Holden repeated that residents can make their yard bigger.
