Obviously, those that abut <br />the property could be assessed one rate and those that are <br />farther on back at another and it's a question of whether they're <br />benefitted or not - if you decided to go ahead. This is the <br />general geographical term. You could have used the language - <br />any property abutting the property between so and so and so. <br /> <br />MR. ANDY HOLEWA: When he was giving the description for <br />the financing, he mentioned policies that the Council may have <br />had for other types - do we have any precedents in that area <br />for what you would do for assessments? <br /> <br />MAYOR WOODBURN: <br /> <br />(Inaudible) . <br /> <br />COUNCILMAN McALLISTER: It seems to me we didn't assess <br />for curbs and guttez:s. (Inaudible) abutting property owners. <br /> <br />MR. HOLEWA: As a property owner whose property abuts <br />on that - I think it's great for the City to have Lexington <br />enlarged. I don't feel that I get any personal added value to <br />my property by having that road enlarged. I think the City as <br />a whole does, but I don't feel that I do. As a matter of fact, <br />I feel the opposite way. I think it detracts because you're <br />taking away some of the land that you have right-of-way On. <br />Personally, I don't feel that it adds anything to the value of <br />my property. My comment would be - I don't think it would be <br />appropriate to assess the individual owners. <br /> <br />- <br /> <br />MAYOR WOODBURN: That's the type of comment, of course, <br />that we're here to hear - to see how you feel about things. <br />We don't expect you to be enthusiastic. I believe the <br />Lexington Avenue pz:oject was quite a small piece of curbing - <br />a few thousand dollars worth is what that amounted to. <br /> <br />MR. WILLIAM ROE, 4542 Pleasant Drive: I would like to <br />echo his comments. As far as improvement, I feel that I've <br />already paid for my curbs and gutters by the front <br />of the house. By having curbs and gutters at the rear of the <br />house, it really doesn,'t add anything to my home. If I <br />lived on the other side in Shoreview, perhaps I might feel <br />differently about the front of my house having curbs and <br />gutters. I really don't feel that it improves the property <br />at all as far as assessing lot owners. <br /> <br />MR. JEROME MEYER, 4414 Amble Circle: As another property <br />owner, I guess I would like to echo that sentiment. I don't <br />believe there's any benefit to myself and my property values <br />by bringing that road quite a bit closer to my house. I <br />would be upset with assessments. <br /> <br />MR. PIERRE LIPPERT, 4466 Pleasant Drive: I have to <br />agree with everybody else. I'm sure most of the homeowners <br />along Lexington Avenue feel that the improvement to the <br />road would not benefit them in anyway, being that it is <br /> <br />-6- <br />
