I really think <br />that the three lane design is not going to significantly reduce <br />the speed out there. <br /> <br />MR. LEONARD: We've added some signals and lanes. <br /> <br />MAYOR WOODBURN: Do you have any speeds before and after? <br /> <br />MR. LEONARD: No. The speeds in that area are - nobody <br />goes very fast very far. There are studies that will show <br />that when a driver's attention is required to be on the road, <br />he will drive faster than if the road is a nice, pleasant thing <br />to drive and he doesn't have to pay all his attention to it <br />and he'll slow down and look around. But he'll fight with the <br />road if you force him_to. <br /> <br />- <br /> <br />MAYOR WOODBURN: (Inaudible) quoted before and after <br />speeds and the after speeds were two miles less when it was <br />four lane than when it was two lane. <br /> <br />MR. LEONARD: The piece up around Cleveland (inaudible) <br />coming down that hill and across the railroad tracks. People <br />behave in there a little better now and it's a result of it <br />being more comfortable to drive - not irritating. <br /> <br />MR. HOLEWA: Your Honor, could Mr. Leonard speak to people <br />getting out from the Shoreview side? <br /> <br />MR. LEONARD: ~ve recommend that they have these hammer- <br />head type turn-arounds in their driveways. We don't recommend <br />backing out onto the highway. Again, if a person is to back <br />across the street and come out - he lives on the east side <br />and he's going to go south - he has to not only have a hole in <br />the traffic northbound, but he has to have a considerable gap <br />in the traffic headed the other direction. Presuming he is <br />satisifed to back out into that center strip and take off - <br />it is probably, in some respects, safer for that maneuver. <br />However, he's going to have smaller holes, or fewer holes - <br />fewer opportunities - because all the cars are concentrated <br />in one line instead of being spread out. I guess, were I to <br />live there and back out of one of those driveways, I'd almost <br />as soon have the wider road because I would afford the people <br />coming from the north an opportunity someplace to go to get <br />around me.
