ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — JULY 14, 2025 12 <br />Finance Director Yang shared a slide showing a list of equipment/building replacements. She <br />outlined the new projects and expenditures that were shifted from 2025 to 2026. <br />Finance Director Yang shared the estimated fund balances by year. She noted the Capital <br />Improvement and Equipment Building Replacement Funds are in the red. She explained where a <br />bar chart for each of the funds can be found. She said MSA funds will be used toward the two <br />larger PIR Fund projects. Council will need to discuss a long-term financing plan. She outlined <br />the changes and recommendations in the Public Safety Fund and the Enterprise Funds. Those <br />funds are self-sustaining. We want to make sure the revenues will offset any of those forthcoming <br />expenditures. <br />Finance Director Yang said that based on what is programmed into the preliminary Equipment <br />Building Replacement Fund, she is proposing a $150,000 levy increase to ensure there is <br />appropriate funding to meet future project expenditures. <br />Finance Director Yang shared a chart showing the MSA funding. She said the annual allocation <br />is estimated at $350,000 per year. She said the City will continue to have an unfunded balance <br />annually. <br />Councilmember Holden asked if we are just assuming that we'll get MSA and that we can get it <br />when we want. <br />Finance Director Yang confirmed. She said we can advance funds. <br />Councilmember Holden clarified, we can, only if there is money. She asked for clarification the <br />assumption is we will get that full amount. <br />Finance Director Yang confirmed. She said this summary includes MSA funding for the two <br />trail projects and the City will not be fully funded until 2042. <br />Mayor Grant asked where the Trident Park Dedication money is going. He wondered if we can <br />use that on the trail projects. <br />Public Works Director/City Engineer Swearingen thought that should have been programmed. <br />When he entered the project he didn't have it as Park Dedication. <br />Finance Director Yang thought it was up in the red. <br />Councilmember Weber doesn't think it's listed as such. He said the small trail on Snelling <br />Avenue North is. <br />Public Works Director/City Engineer Swearingen said when he added the Snelling Avenue <br />North project, he had it being fully funded by park dedication. <br />Councilmember Weber said we didn't designate money toward that. <br />
