ARDEN HILLS CITY COUNCIL — JULY 14, 2025 4 <br />Councilmember Rousseau asked if the Council supported erecting a sign for Mullens Garden as <br />proposed by the PTRC. <br />Councilmember Holden supported erecting a plaque as was done for Don Messerly at Lake <br />Valentine Park. <br />Mayor Grant agreed a plaque would be appropriate. <br />Councilmember Weber suggested the plaque be mounted on a post within the garden so it did <br />not have to be mowed around. <br />Councilmember Rousseau provided an update on the recent tree trust event, noting the cost for <br />the event was approximately $6,800 this year. <br />Councilmember Rousseau commented there was litigation occurring and public records could <br />be searched for online by the public through Minnesota Court Records. <br />Councilmember Weber stated the Planning Commission met last week where the group <br />reviewed a PUD Amendment for Odds & Ends Again within Arden Plaza and held a final <br />worksession meeting with HKGi regarding the zoning ordinance update. He discussed how the <br />Planning Commission supported staff addressing minor variances and there was strong <br />Commission consensus that the City should include language within the zoning code that might <br />require affordable units in exchange for additional density as well as general language that would <br />require a percentage of affordable units with each new residential development. <br />Councilmember Holden requested an update from staff on the TCAAP area feasibility study. <br />Public Works Director/City Engineer Swearingen explained he reviewed the water model with <br />Ramsey County for TCAAP. He indicated this discussion was essentially a presentation from <br />Bolton & Menk to the leadership team, which was himself and Ramsey County staff. <br />Councilmember Holden asked if additional bollards would be installed along Lake Johanna <br />Boulevard. <br />Public Works Director/City Engineer Swearingen commented he spoke with Ramsey County <br />and noted it was his understanding the bollards would be extended to the south and around the <br />bends. However, after Ramsey County looked into this further the bollards would be reinstalled as <br />they were last year so as not to adversely impact the existing driveways and mailboxes. <br />Councilmember Holden indicated she was on the Rotary Club and clarified for the record the <br />City has had an adopt a park program in the past. She commented on how Cindy Garretson and <br />Don Messerly had adopted Lake Valentine Park. <br />Councilmember Holden reported the Fire Department meets this week. She commented on the <br />work that had occurred at the new fire department site. <br />Councilmember Holden stated at the June 9 City Council meeting she explained she could not <br />attend a Council meeting on June 30. She explained on June 23 she came ready to discuss zoning <br />
