CONSENT ITEM - 8E <br />lt <br />--ARQEN HILLS <br />MEMORANDUM <br />DATE: August 11, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />Jessica Jagoe, City Administrator <br />FROM: Elena Fransen, AICP, Senior Planner <br />SUBJECT: Planning Case #24-020— Altus Properties, LLC Planned Unit Development <br />Amendment, 4200 Round Lake Road <br />Council Should Consider <br />Motions to approve, table, or deny the following: <br />• Amended Planned Unit Development Agreement for Altus Properties, LLC based on the <br />City Council approval of Planning Case 24-020 on February 10, 2025. <br />Background <br />The City Council previously approved a Master and Final Planned Unit Development, Site Plan <br />Review, Conditional Use Permit, and Preliminary/Final Plat for Scannell Properties at 4200 Round <br />Lake Road ("Subject Property") on October 12, 2020 for the development of an approximately <br />250,000 square foot office and warehouse building. The Subject Property is currently owned by <br />Altus Properties, LLC ("Developer") and the building is currently occupied by Delkor Systems, <br />Inc. and Colder Products Company (CPC). <br />Rick Ferraro of Spectrum Sign Systems, Inc. ("Applicant"), submitted a land use application for a <br />Planned Unit Development Amendment, proposing additional flexibility from the required <br />auxiliary sign standards to increase the amount of sign area permitted by the PUD and allow for <br />flexibility of commercial text on the sign faces on the property. <br />On February 10, 2025, the City Council approved a Planned Unit Development Amendment with <br />seven conditions. These changes require an Amendment to the Development Agreement between <br />the City and the Developer. The City Attorney has prepared the Agreement and the document has <br />been reviewed and approved by the Developer and staff (Attachment A). <br />A condition of approval included "The Applicant will meet with the Property Owner to discuss <br />granting an easement to the City of Arden Hills for gateway signage to be installed along 694- <br />35W or consider adding City of Arden Hills to any monument sign planned for the future and <br />provide written documentation by March 30, 2025."
