ARDEN HILLS SPECIAL CITY COUNCIL — JULY 10, 2025 2 <br />City Administrator Jagoe stated that the Council was being asked to consider Resolution 2025- <br />046 regarding the appointment of an alternate City Joint Development Authority (JDA) <br />Commissioner. Per the Joint Powers Agreement of the JDA that oversees the TCAAP <br />redevelopment project, the City of Arden Hills may name an alternate appointee to serve in the <br />capacity as a substitute for any member appointee, in the event a member appointee is unable to <br />attend a scheduled meeting of the JDA or any committee or subcommittee thereof. This substitute <br />appointee shall also have the right to vote on any action requiring a vote of the member appointee, <br />including all substantive as well as procedural actions, when performing as a substitute for a regular <br />member. <br />At its regular meeting on January 9, 2023, the City Council had appointed Councilmember <br />Rousseau as the Alternate Commissioner through December 31, 2024. Staff verified that this <br />alternate position had expired December 31, 2024. Resolution 2025-009 Appointing City Council <br />Liaisons for Commissions and Committees and Mayor Pro Tem did not include the JDA alternate <br />Commissioner appointment. <br />The City Council is being asked to discuss and consider the appointment of an Alternate <br />Commissioner in the event that one of the regular members is unable to attend a future JDA or <br />committee/subcommittee meeting. Council should consider a two-year term in alignment with the <br />timing of the regular member appointments. Staff would recommend that 2025 be the first year of <br />the two-year term, which would be set to expire on December 31, 2026. <br />Councilmember Rousseau noted this was not an emergency but rather an oversight. She suggested <br />Mayor Grant fill the role for the remainder of 2025 and in 2026 the appointment would be for a <br />one-year term. <br />Mayor Grant stated he did not have the bandwidth to fill the role for the remainder of 2025. <br />Councilmember Monson asked if Councilmember Rousseau would be able to be the alternate <br />Commissioner. <br />Councilmember Rousseau said yes, she could move things around but suggested the term be <br />through the end of this year. <br />Mayor Grant noted the JPA document states appointments are a two-year term and asked City <br />Administrator Jagoe to confirm such. <br />City Administrator Jagoe stated she did not have the Joint Powers Agreement with her. <br />Councilmember Rousseau suggested this appointment then be for two years but that the Council <br />revisit the appointment in January 2026 and Mayor Grant agreed that could be done. <br />MOTION: Councilmember Monson moved and Councilmember Weber seconded a <br />motion to approve Resolution 2025-046 Appointing Councilmember Emily <br />Rousseau as the City's Alternate Joint Development Authority (JDA) <br />Commissioner. A roll call vote was taken. The motion carried (5-0). <br />
