o <br />-AR�ENHILLS <br />Approved: August 25, 2025 <br />[DRAFT-.,, <br />CITY OF ARDEN HILLS, MINNESOTA <br />REGULAR CITY COUNCIL MEETING <br />JULY 28, 2025 <br />7:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br />CALL TO ORDER/ROLL CALL <br />Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City <br />Council meeting at 7:00 p.m. <br />Present: Mayor David Grant, Councilmembers Brenda Holden, Tena Monson, <br />Emily Rousseau (attending remotely, joined at 7:04 pm), and Kurt Weber <br />Absent: None <br />Also present: City Administrator Jessica Jagoe; City Attorney Greta Bjerkness; Public <br />Works Director/City Engineer Dave Swearingen; Finance Director Joua Yang; Senior <br />Planner Elena Fransen; and Assistant to the City Administrator/City Clerk Julie Hanson <br />PLEDGE OF ALLEGIANCE <br />1. APPROVAL OF AGENDA <br />Councilmember Holden requested Item 8C be pulled from the Consent Agenda for discussion as <br />Item 9A. <br />Councilmember Holden requested Item 8G be pulled from the Consent Agenda for discussion as <br />Item 9B. <br />MOTION: Councilmember Holden moved and Councilmember Monson seconded a <br />motion to approve the meeting agenda as amended. A roll call vote was <br />taken. The motion carried (4-0). <br />2. TCAAP/RICE CREEK COMMONS UPDATE <br />City Administrator Jagoe stated the Energy Advisory Committee met on July 23ra <br />Representatives from LHB provided updates on the LEED for Communities certification process. <br />They are still targeting Platinum certification and expect to submit to Green Business <br />Certification Inc. for pre -certification around July 31st. LHB provided a brief overview of <br />impacts of recent federal legislation on sustainability implementation such as tax credits for <br />solar/photovoltaics will be phased out sooner, but they noted there are no impacts on tax credits <br />
