ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — AUGUST 25, 2025 23 <br />Finance Director Yang said Council would like to see a more leveled debt service. <br />Mayor Grant asked if Lake Valentine Road is included with any of the project years. <br />Public Works Director/City Engineer Swearingen said the top scenario is in 2030. The <br />scenarios where the PMP is pushed, it would be in 2032. <br />Mayor Grant asked when it was originally proposed, last time. <br />Public Works Director/City Engineer Swearingen said there wasn't a clear schedule before he <br />started. <br />Mayor Grant thought it was proposed for 2024. It never did get done. <br />Public Works Director/City Engineer Swearingen confirmed. We tried large area patching and <br />the chip seal. <br />Mayor Grant asked if there were further questions. He asked Councilmember Rousseau what her <br />request was. <br />Councilmember Rousseau wanted to see a scenario E but including bonding only for the <br />Highway 10 Trail. <br />Councilmember Weber asked if that was still pushing the PMPs. <br />Councilmember Rousseau would like to see it both ways, if possible. <br />Finance Director Yang confirmed she can do that. <br />Councilmember Rousseau asked when the deadline was for the preliminary levy. <br />Finance Director Yang said by the end of September. <br />Councilmember Holden said there is $8,000 for Park and Rec To Go program. There weren't a <br />lot of attendees and the places they are going is in the wealthier communities. She has a problem <br />with that. She understands it hasn't worked in the mobile home community but we should <br />considers ways to make it work at Arden Manor. There are a ton of kids in the town houses. We <br />go to Cummings, which is surrounded by the wealthy community and Hazelnut. She doesn't <br />understand spending $8,000 on a program that isn't hitting the communities that need it. <br />Councilmember Rousseau said it would be helpful if Staff provided a breakdown of why those <br />parks were chosen. With Arden Manor there were conversations about sharing the flyers in other <br />languages. A lot of the kids that came by didn't have a waiver signed. We are early in the Park <br />Master Plan but Cummings and Hazelnut have been identified by the consultants as community <br />parks vs. neighborhood parks. She would be interested to see what thoughts are for next year, <br />regarding those. <br />Public Works Director/City Engineer Swearingen said Recreation Supervisor Johnson was <br />going to have an after action report completed soon and will share in the Admin Update. <br />
