ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — AUGUST 25, 2025 2 <br />Public Works Director/City Engineer Swearingen said he would need Council to direct him to <br />move forward. He would need to look at what mechanism we would use to approach this. He <br />would like to know what Shoreview did. <br />Mayor Grant thought we could take it out of the Tree Fund. <br />City Administrator Jagoe said we need to make sure it meets the public use expenditures <br />criteria. <br />Mayor Grant said we always plant trees. This would be a tree planted in their honor. <br />Public Works Director/City Engineer Swearingen asked if there would be plaque. <br />City Administrator Jagoe said Staff would look at the total cost of that. <br />Public Works Director/City Engineer Swearingen said that is enough direction, for now. <br />Councilmember Holden wants to make sure that when it is planted there will be a dedication <br />ceremony. <br />Mayor Grant agreed. It will be in the newsletter with a photo of the plaque. He asked how soon <br />we can do this. <br />Public Works Director/City Engineer Swearingen said we are already in the process of it. We <br />asked Ms. Elmquist to attend tonight to make a formal request. <br />Mayor Grant asked if we are past the planting window for this season. <br />Public Works Director/City Engineer Swearingen said there is still time. It will depend on the <br />type of tree selected. <br />Mayor Grant would encourage a hearty, flowering tree. <br />Councilmember Rousseau said we could note when the dedication ceremony will be during the <br />State of the City. <br />Ms. Elmquist said Representative Moller, and others, would be very interested in attending. Once <br />a date is selected, she can make sure to get the word out. <br />Mayor Grant said we will extend an invitation to Senator Marty and get the word to her <br />colleagues at the Capitol. <br />2.
