• <br /> EN HILLS <br /> MEMORANDUM <br /> DATE: March 15,2011 <br /> TO: Financial Planning and Analysis Committee <br /> FROM: Sue Iverson, Director of Finance and Administrative Services <br /> Kyle Howard, Finance Analyst <br /> SUBJECT: Meeting agenda <br /> • Discussion on Developing a TIF policy <br /> One of the items on the 2010 work plan was: <br /> To develop a T1F policy as to what maximum percentage of the City should be in a T1F district. <br /> As we have potential projects that may request TIF assistant, the council would like the committee to <br /> explore and start working on this policy. This will ultimately be done with the EDC, the group has <br /> broken into subcommittees to work on this project and this will be extended into 2011. <br /> Bob Streetar, Community Development Director at Oakdale, will be our speaker to answer any questions <br /> that the group may have about his experiences with TIF. Bob has worked in the communities of <br /> Minnetonka, Columbia Heights, and Oakdale. Our own Community Development Director, Jill <br /> Hutmacher, will also be present to answer questions from her experiences in Dakota County and <br /> Bloomington. <br /> We have scheduled a session with the City Council at the April Worksession on April 18, 2011 at 6:00 <br /> p.m. You will still have your April meeting on April 12th to finalize any items before the worksession <br /> with the City Council. <br /> Some additional information that was gathered by Jim Ostlund from a study in Roseville has also been <br /> included for informational purposes as it has been referred to at past meetings. <br /> • <br />
