ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION — AUGUST 11, 2025 14 <br />Councilmember Weber said this will be in 2025. <br />Finance Director Yang confirmed. The $10 million resets in 2026. <br />Councilmember Weber thought we were talking about 2026. He doesn't see any reason to say <br />no to this. <br />Councilmember Holden thinks it is good to encourage other people to use this. But we have to <br />ask who we want to use it. Do we want to do it for -profit, non-profit? There are all kinds of <br />complications depending on who asks for it. <br />Mayor Grant remembers the Presbyterian Homes request was a large one. The City ended up <br />with $128,000. <br />Councilmember Weber said if we get to October and it's going to expire, we should try to use it. <br />It can be a revenue stream that we can use annually. He would support promoting this, towards <br />the end of the year, when there is no chance of the City needing the bonding ability. He would be <br />indiscriminate. It is income with no risk. <br />Mayor Grant said there is a unanimous consensus on this. <br />D. State of the City Update <br />City Administrator Jagoe said Staff is putting together the final drafts of slides for the State of <br />the City event. The topics are Rice Creek Commons, Public Works and Parks, Community <br />Development, Public Safety, City Finance and other Administration. She is requesting that <br />Council deliberate and discuss who will present those topics. She would also like feedback from <br />Council on marketing and outreach. This will be in the August/September addition of the <br />newsletter. We will promote through the website, social media and our city TV channel. Last year <br />there was a postcard mailed to the local businesses. <br />Mayor Grant said the big item is to decide who will present each topic. <br />Councilmember Rousseau would like to present the Community Development. She also thought <br />if someone wants to split topics and take Public Works, she would like to do Parks and <br />Recreation. <br />Councilmember Holden would like to do Public Works and Park and Recreation. She did it last <br />year. <br />Mayor Grant said he would take Public Safety and City Finance. <br />Councilmember Monson said she would do Rice Creek Commons. She remembers it feeling <br />like an overview of what each department does. She would like to see it outline what was done in <br />2024, what we saw coming and what has actually happened. Some overview is helpful but she <br />doesn't think it's necessary to go through TCAAP's history. She wants to get into the meat of <br />what people really want to know. The history is very interesting. <br />
