M� <br />-ARDEN HILLS <br />Approved: September 8, 2025 <br />CITY OF ARDEN HILLS, MINNESOTA <br />SPECIAL CITY COUNCIL WORK SESSION <br />AUGUST 11, 2025 <br />5:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br />CALL TO ORDER/ROLL CALL <br />Pursuant to due call and notice thereof, Mayor Grant called to order the Special City <br />Council Work Session meeting at 5:00 p.m. <br />Present: Mayor David Grant; Councilmembers Brenda Holden, Tena Monson, <br />Emily Rousseau and Kurt Weber <br />Absent: None <br />Also present: City Administrator Jessica Jagoe; Public Works Director/City Engineer <br />David Swearingen; Finance Director Joua Yang, Senior Planner Elena Fransen and <br />Assistant to the City Administrator/City Clerk Julie Hanson <br />1. PUBLIC INQUIRIES/INFORMATIONAL <br />None. <br />2. RESPONSE TO PUBLIC INQUIRIES <br />None. <br />3. AGENDA ITEMS <br />A. Concept Plan Review — 3737 Lexington Avenue/1133 Grey Fox Road <br />Michael Kuntz, Architect with September Son Architecture and Vishal Dutt, Applicant for the <br />Concept Plan introduced themselves. <br />Senior Planner Fransen introduced the concept review for a multi -family housing development <br />at the Pace Site. She shared the site plans that were provided to show an initial view of the <br />proposed development on this site. Staff provided some initial review on the proposed parking <br />and unit mix and density. She said the applicant is looking for feedback from the Council to <br />gauge interest and work towards refining their concept review and bring something back that <br />outlines the project in further detail. <br />
