CONSENT ITEM - 8D <br />It <br />-fi II��EN_ HILLS <br />MEMORANDUM <br />DATE: September 8, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />Jessica Jagoe, City Administrator <br />FROM: Julie Hanson, Assistant to the City Administrator/City Clerk <br />SUBJECT: Appointment of Economic Development Commission (EDC) Members <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Motions to approve, table, or deny the following: <br />• Resolution 2025-057 Appointing Kayleigh Shrom as the Youth Commissioner to the <br />EDC and Resolution 2025-058 Appointing Ihsan Isak as a regular Commission <br />member to the EDC. <br />Background/Discussion <br />Per Ordinance, the EDC is to be comprised of nine (9) regular members, four (4) of which must <br />be residents. At its July 10, 2023, meeting, the City Council adopted Ordinance 2023-007, <br />providing for a member to serve to the EDC in the capacity as Youth Commissioner. A Youth <br />Commissioner is defined as being a sophomore, junior or senior enrolled in a high school or <br />PSEO program and enrolled in a school district serving Arden Hills (or a resident of Arden Hills <br />attending school outside of the City's typical districts). Then, at its meeting on June 10, 2024, the <br />City Council adopted Ordinance 2024-004 which added clarifying language that at no time shall <br />there be more than two (2) members who meet the criteria of a Youth Commissioner. <br />Interviews were recently conducted that included EDC Councilmember liaison Emily Rousseau, <br />Staff liaison Senior Planner Elena Fransen, and EDC Chair Jud Murchie. It is the <br />recommendation that Council consider making the following Youth appointments (one as a <br />regular member having a three-year term and one as the Youth Commissioner that has a one-year <br />term) as follows: <br />• Kayleigh Shrom as Youth Commissioner for a term ending August 31, 2026 <br />• Ihsan Isak for a term ending December 31, 2027 <br />Budget Impact <br />N/A <br />Page l of 2 <br />
