The motion carried unanimously (4-0), <br /> <br />PUBLIC COMMENTS <br /> <br />Mayor Probst invited the audience to address the Council on any issue not already on the agenda. <br />There were no public comments, <br /> <br />UNFINISHED AND NEW BUSINESS <br /> <br />A. Authorize Preparation of RFP for Architectural Services and Mailing List <br /> <br />Brian Fritsinger, City Administrator, explained the Council previously requested qualifications <br />from architectural firms and the City received 13 responses which were reviewed and discussed <br />with the Council. In review of those qualifications, staff recommends the Council authorize the <br />preparation of the Request for Proposal, and to solicit proposals from five architectural firms, <br />Mr. Fritsinger commented on the solid background of these firms with municipal, county, or fire <br />department related projects, several with a strong background in the use of creative proposals. <br />He noted the draft request for proposal format and, in particular, the scope of services, time line, <br />and project budget. <br /> <br />Councilmember Hicks commented on the time schedule and inquired if the September 13th <br />deadline will provide adequate time for preparation and submittal of the proposals. Mr. <br />Fritsinger noted that one month time period should be adequate. Mayor Probst stated he does not <br />believe it will be a problem. <br /> <br />Councilmember Hicks asked if the size and not-to-exceed cost indicators will limit the design <br />ability, Mr. Fritsinger agreed that limiting the outer extreme does removes some of the <br />creativity; however, it helps focus the architect on a specific budget target. <br /> <br />Mayor Probst noted that if the budget were unreasonable it would limit, but he believes this is a <br />reasonable cost estimate which will allow a first-class quality building of the size and scale as <br />being proposed. <br /> <br />Councilmember Aplikowski asked if having one design for two locations is an issue. Mr. <br />Fritsinger explained this is not an issue since site determination will be completed prior to the <br />start of construction plans. He noted that the current Maintenance Building site would not need <br />much site preparation, but this is not the case with the Arsenal site. <br /> <br />Mr. Fritsinger stated he believes site cost issues go beyond this scope. Mayor Probst agreed <br />there will be utility and roadway costs to be considered and asked if a right-inlright-out only <br />movement is reasonable for consideration. <br />
