<br />I <br />I <br />,. <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />.. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />(' <br />I <br /> <br />ARDEN HILLS CITY COUNCIL - AUGUST 12. 1996 <br /> <br />4 <br /> <br />MOTION: <br /> <br />Hicks moved and Keirn seconded a motion to approve the Appointment of <br />Election Judges for the September 10, 1996, Primary Election, as follows plus <br />additional judges as staff determines appropriate: <br /> <br />Precinct 1: Robert Carley, Andy Holewa, Marilyn Palmer, and Rod Schumacher. <br />Precinct 2: Barb Clark, Lois Geske, Cheryl Kubiak, Gloria Kuehn, Marcella <br />Longnecker, Kay ton Palmer, Marcella Sexton, Rev. Margaret Strodtz, Phyllis <br />Westund, and Melve Williams. <br />Precinct 3: Carol Ambli, Muriel Todd-Gerster, Tom Lynch, Sharon Turgeon, <br />Shirley Yates, and Dorothy Zehm, <br />Precinct 4: Shannon Baker, Carolyn Granquist, Kathy Hagkull, Beverly Howard, <br />Robert Kubiak, and Kathy Luk. <br />Absentee Ballot Board: Jeanne Winiecki and Dorothy Zehm, <br /> <br />The motion carried unanimously (4-0). <br /> <br />ADMINISTRATOR COMMENTS <br /> <br />Mr. Fritsinger updated the Council regarding on-going discussions with the firm of Larkin, <br />Hoffman, Daly & Lindgren, Ltd. to deal with problem strips of land in the Gateway business <br />district which abut properties and limit access, It was noted it has been the Council's indication <br />they would support acquisition of these strips of property. Mr. Fritsinger commented on the <br />potential of condemnation and Larkin's indication the cost to handle this could be a little as <br />$1,000 and upwards depending on how the City proceeds. <br /> <br />MOTION: <br /> <br />Hicks moved and Aplikowski seconded a motion to authorize staff to continue <br />working with Larkin, Hoffman, Daly & Lindgren, Lmt. on land acquisition in the <br />Gateway business district per the cost outline contained in their July 30, 1996, <br />letter. The motion carried unanimously (4-0). <br /> <br />Mr. Fritsinger noted the proposed community survey questions and requested Council input. <br /> <br />Mayor Probst stated he is unsure that reducing the survey to 60 questions is adequate and <br />suggested questions be added, up to a total of 130, He suggested some of the questions on the <br />past survey be incorporated which will provide a benchmark on some of those issues, such as <br />TCAPP. <br /> <br />In response to Mr. Fritsinger, Mr. Post advised that $10,900 has been budgeted. Mr. Fritsinger <br />noted there is adequate funding to increase the number of questions contained in the survey. <br /> <br />Councilmember Aplikowski suggested not asking if residents want a City Hall, since planning <br />for this item is already underway, She asked if the question regarding home ownership could be <br />limited to assure it is not objectionable, Mr. Fritsinger suggested the question may be phrased as <br />it is to provide some tracking ability, and he will ask Decision Resources regarding this question. <br />
