Mr. Stonehouse stated as far as the City is <br />concerned, those issues have been resolved. He explained that underground utilities are not <br />normally identified on the plan, just in case the location is not exact. However, it is customary to <br />show all over ground utilities and the bids clearly outline it is the contractor's responsibility to <br />investigate those issues to their satisfaction prior to preparing the bid. <br /> <br />MOTION: <br /> <br />Hicks moved and Keirn seconded a motion to authorize the Final Pay Estimate to <br />Midwest Asphalt for the County Road F Reconstruction Project in the amount of <br />$126,326.97. The motion carried unanimously (4-0). <br /> <br />C. Resolution #96-50, Clarifying Proposed Sums of Money to be Levied for Levy Year <br />1996 <br /> <br />Terry Post, City Accountant, reviewed the calendar of events involved in the 1997 budget <br />process and advised that the Council is requested to adopt the proposed resolution which clarifies <br />proposed sums of money to be levied for Levy Year 1996, Payable in 1997. The net levy, after <br />HACA, is proposed at $1,829,320 or a 1.95% increase from Levy Year 1995. Mr. Post explained <br />the adoption of a levy at this time is a requirement of the Truth In Taxation process. This <br />increase, if adopted, would be the maximum increase in the levy and the only change which <br />could be made from this point forward would be to decrease the levy. Mr. Post stated nothing <br />has come to staff s attention to change budget items previously discussed. <br /> <br />In response to Councilmember Malone, Mr. Post explained the proposed levy amount is net of <br />HACA, and the increase of 1.95% appears to be lower than surrounding communities. <br /> <br />Acting Mayor Aplikowski asked if the proposed increase is sufficient to meet the needs of Arden <br />Hills. Mr. Post responded that it addresses the spending priorities established by Council as part <br />of the budget process. <br /> <br />MOTION: <br /> <br />Keirn moved and Malone seconded a motion to adopt Resolution #96-50, <br />Clarifying Proposed Sums of Money to be Levied for Levy Year 1996. The <br />motion carried unanimously (4-0). <br /> <br />D. Resolution #96-51, Adopting Truth in Taxation Hearing Dates and Location for <br />Proposed 1997 Taxes Payable <br /> <br />Mr. Post advised the Council is also requested to adopt the proposed resolution adopting the <br />Truth In Taxation hearing dates and locations for proposed 1997 taxes payable. Because the City <br />cannot schedule its initial hearing and continuation hearing on dates being used by Ramsey <br />County, Metropolitan Council, or school districts, the Council will need to consider additional <br />meetings or change current meeting dates. <br />
