Resolution #96-55 - Ordering a Preliminary Report in the Matter ofthe Street <br /> Improvement Project of 1997 <br />I Mr. Fritsinger advised staff was directed to look at a revised street program and has worked with <br /> the City Engineer to develop a fIve-year program and put together basic street areas which staff <br />I proposes for development over the next five years. The Council is asked to adopt the proposed <br /> resolution which orders a Preliminary Report in the matter of the Street Improvement Project of <br /> 1997 and will allow the City Engineer to begin preparation for the 1997 street program. <br />I Councilmember Malone reviewcd the streets scheduled for overlay and indicated this is a <br /> sensible plan. <br />I MOTION: Malone moved and Hicks seconded a motion to approve Resolution #96-55, <br /> Ordering a Preliminary Report in the Matter of the Street Improvement Project of <br />I 1997. The motion carried unanimously (5-0). <br /> B. Resolution #96-47 - Approving Participation in Financing, Construction and <br />I Operation of a Four-Sheet Ice Facility, Appropriating Money with Respect Thereto, <br /> and Authorizing Execution of Docnments in Connection Therewith. <br />Ie Mr. Fritsinger advised the Council is asked to adopt the proposed resolution which approves <br /> participation in the financing, construction and operation of a four-sheet ice facility, appropriates <br />I money with respect thereto, and authorizes execution of documents in connection therewith. <br /> Adoption ofthis resolution will authorize participation in the Quad Ice Arena project. <br />I Mr. Fritsinger advised that New Brighton, Shoreview, and Mounds View have all unanimously <br /> adopted similar resolutions. However, Brooklyn Park has declined to participate and the <br /> Minnesota Amateur Sports Commission (MASC) continues to investigate various parties whom <br />I may be interested in participating in the fourth sheet of ice. Mr. Fritsinger advised this project <br /> would be constructed by MASC and managed by the National Sports Center (NSC) <br /> management. Initial capital costs would be financed by a $500,000 down payment by each <br />I participating community and a $500,000 Mighty Ducks Grant. In participating in the project, <br /> Arden Hills, New Brighton, Shoreview, and Mounds View are being asked to guarantee 2,080 <br /> hours per year at $125 per hour for a term of25 years. <br />I Mr. Fritsinger reviewed discussions which have occurred at different levels between the four <br /> communities involvcd and stated that Arden Hills is the last community to take action; the other <br />I three communities all having unanimously approved participation in the project. He explaincd <br /> how this project evolved over the course oftime and that the key issue for city managers is to <br />I reduce or eliminate liability for the cities. <br /> It was noted that the hockey associations approached Ramsey County to participate in this <br />tI project by making the $500,000 down payment so the hockey association's $500,000 could be <br /> escrowed to meet any shortfalls, should they occur. Also, Ramsey County has stipulated the <br /> guarantee of an additional 1,000 hours with the Ramsey County rink system. <br />I <br />
