Mr. Stafford advised <br /> that Colleen Avenue does not qualify for MSAS status. If this work proceeds, there will be an <br /> I approximate $150,000 shortfall over what funding sources were budgeted so the Council may <br /> decide to reduce the scope of work. Mr. Stafford advised the Council can adopt Resolution #96- <br /> 67 authorizing preparation of detailed plans for this project or could determine to bid the project. <br /> I If the bids are lower than what is anticipated, the Council could proceed with the original scope <br /> of work or if the bids are high, the scope could be reduced. <br /> I Greg Stonehouse, City Engineer, eXplained how the 1997 Pavement Management Program is <br /> used to establish an objective rating on a scale of zero to 100 which determines the type of work <br /> needed. He reviewed how a PCI rating decreases over time and use, and construction methods to <br /> I extend the life-cycle of the street. Overheads were displayed of several roadways and an <br /> explanation offered of how an overlay will extend the life of the streets. Mr. Stonehouse next <br /> I reviewed the roadways proposed for reconstruction and the 1995 pcr rating of each. Overheads <br /> were again displayed which identified various types of structural roadway damage which could <br /> be improved through reconstruction and bituminous reclamation. <br /> I Mr. Stonehouse presented diagrams depicting cross sections and explained various methods of <br /> roadway improvement. He advised the total estimated project cost is $690,000 (sealcoat <br /> Ie $49,000, Bituminous overlay $103,000, bituminous reclamation $248,000, and complete <br /> reconstruction of $290,000). He explained funding sources will be the City's Capital <br /> Improvement Fund, General Fund Streets budget, assessment of benefiting properties, and the <br /> I Storm Water Management Fund. He advised that Colleen Avenue does not qualify for use of <br /> MSAS funds. The proposed assessments are based on Minnesota State Statute 429. He <br /> explained the benefit is related to the increase in property value, not usage of improvements, and <br /> I reviewed the assessment process requirements of the City's Assessment Policy which has been in <br /> use since 1991. In accordance with this Policy, owners pay for street improvements adjacent to <br /> their property and the payment amount is based upon property use: 50% residential; 70% <br /> I commercial; and 100% tax exempt. Mr. Stonehouse then reviewed projects completed since <br /> 199] under this Assessment Policy. <br /> I Mr. Stonehouse reviewed the estimated 1997 assessment rates as follows: sealcoat is City funded <br /> with no assessment; bituminous overlay is assessed at $5.20 per front foot; bituminous <br /> I reclamation at $26.38 per front foot; and, complete reconstruction at $35.37 per front foot. He <br /> advised of the project schedule which includes completion of construction by late summer of <br /> next year. <br /> I Paul Olson, 4274 Colleen Circle, advised that a number of his neighbors agreed with the need for <br /> repairs but would just as soon upgrade the project to complete reconstruction, including curbs. <br /> I He asked that this option be considered. <br /> .. Kim Sawtell, 3637 Hamline Avenue, stated she has a number of concerns. First, there are houses <br /> on only one side of the street which is narrow with railroad tracks at the end. She explained they <br /> would like a cul-de-sac considered so vehicles have the ability to turn around without using <br /> I <br />
