He agreed the street is in bad shape but . due to concern with speeding traffic, perhaps the current condition keeps the speed down. He inquired regarding the process to file an appeal and asked if it needs to be submitted tonight. . Mayor Probst explained that tonight the Council will determine whether to order the project and direct the engineer to prepare plans and specifications. In late March, a second public hearing will be held on the assessments and all impacted property owners will receive a notice and can I appear to provide input or file an objection. Mark Pignatello, 1556 McClung Drive, asked if the street is milled with an overlay. Mr. I Stonehouse explained how a six-foot wide, one inch deep area is milled and areas patched, if needed, prior to the overlay to provide a structurally sound surface. I Mr. Pignatello asserted that McClung Drive is currently in better condition than Colleen Avenue, Colleen Circle, or Norma A venue and he opposes the overlay. He stated he would like to see . repair and sealcoating and asked how accurate the estimates are. Mr. Stonehouse explained that, at this point, the estimate is slightly high and the assessment rate may be lower. Ie Mark Lutz, 1503 Colleen Avenue, stated they have young children and are concerned about safety due to the high speed of traffic. He asked what can be done to lower the speed. With regard to reconstruction, he stated he believes a bituminous overlay would be the best choice. I Mr. Pignatello advised that on the east end of McClung Drive, traffic rounding the comer tends to cut it very close and crosses the lane which makes it dangerous. He suggested a simple . solution is to stripe the lanes to encourage cars to stay within the correct lane. Ms. Seemann explained that she does not want any work done on N. Snelling Avenue. . Mayor Probst clarified the street would be assessed as if it contained homes on both sides. One I side is not expected to pay for the entire cost. Mayor Probst entered into the record a letter of objection received from Edward A. and Betty A. . Robinson, 1370 Colleen Avenue. There being no further public input, Mayor Probst closed the public hearing at 8:2] p.m. . Mayor Probst stated he is concerned regarding the budget of the overall project, especially considering the number of otller major projects the City will be addressing, such as the Highway I 96 reconstruction. Mayor Probst indicated support to reduce tlle scope of the project and suggested removing Snelling and Hamline A venues from the] 997 Street Improvement Project. tt He noted they are located at a distance from the other roadwork. Mayor Probst stated he would support an increase in scope of work on Colleen Circle, as requested by the residents. I --.-
