PUBLIC HEARING — IOB <br />'It <br />EN HILLS <br />MEMORANDUM <br />DATE: September 22, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />Jessica Jagoe, City Administrator <br />FROM: Elena Fransen, AICP, Senior Planner <br />SUBJECT: Planning Case #25-007 — Public Hearing Required <br />Applicant: City of Arden Hills <br />Request: Ordinance Amendments to Zoning Code Section 1325.07, Subd. 6.A <br />and City Code Section 400 and 410.01, Subd. 3 regarding the Keeping of <br />Chickens and Ducks <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Hold the required Public Hearing for Planning Case 25-007, a text amendment to the Zoning Code <br />and City Code to modify language for the keeping of chickens and ducks in the residential zoning <br />districts. The City Council will be asked to make a formal decision regarding the application under <br />Agenda Item 11 B. <br />Background <br />The City Council reviewed and discussed the ordinance for the keeping of chickens at several City <br />Council Work Sessions in May and June of 2025. Suggested revisions were made to make the <br />ordinance less restrictive and to incorporate additional best practices into the language. Following <br />these work sessions, staff was directed to incorporate the recommendations into the ordinance for <br />the Planning Commission to review. <br />The Planning Commission reviewed a draft version of the ordinance amendment for the keeping <br />of chickens at the August 6, 2025 meeting. The Planning Commission discussed multiple <br />amendments to the draft language and tabled the review with direction to staff to review and draft <br />revisions related to: <br />1.
