<br /> Joint Development Authority <br />TCAAP Redevelopment Project <br />Joint Development Authority <br />TCAAP Redevelopment Project <br />• Environmental impact: The City of Arden Hills updated the Alternative Urban Areawide Review <br />(AUAR) in 2024, and Ramsey County has begun implementing its wildlife mitigation strategies in <br />preparation for Spine Road construction. <br />• Public infrastructure: Road improvements surrounding the site, such as the County Road H <br />interchange, have been completed. Ramsey County has advanced the design and engineering of <br />the Spine Road and will have final plans complete by the end of 2025. <br />• Processes: The JDA approved the first development on the site, providing a case study for its <br />approval process for vertical development. Ryan Companies provided a memo outlining lessons <br />learned from this first development. <br />There have also been some changes to assumptions about site development. In 2016, Ramsey County <br />contemplated performing some site preparation in conjunction with the construction of the spine road. <br />In 2023, Ramsey County no longer was in a financial position to take on this cost, so they along with <br />project partners sought other options for financing and performing this work. <br /> <br />Does the JDA want to consider changing anything about the project? How might these changes impact <br />a developer solicitation? <br />When considering this question, it is important to clarify the types of changes that are under the JDA’s <br />control, compared with those that would need to be led by the City of Arden Hills, Ramsey County, or <br />other partners. The JDA can make requests or recommendations to these partners, however, the <br />timeline for changes would not be directly under the JDA’s control. <br />The JDA has the authority over the developer solicitation process and sustainability goals of the project. <br />The City of Arden Hills is the key decisionmaker on land use and zoning changes such as amendments to <br />the TCAAP Redevelopment Code (TRC), Regulating Plan, Comprehensive Plan and city public <br />improvements (e.g. trunk utilities). The JDA requested and received feedback from Ryan Companies on <br />their first phase of development at Outlot A. They did find some aspects of the TRC inflexible. This is <br />partially by design – the TRC has narrow parameters so that any significant deviations must go through <br />the typical city approval processes. <br />Ramsey County is the lead on items such as county infrastructure (e.g. Spine Road) and the sale of land. <br />In addition, the City and County each have policy goals and requirements that will be incorporated into <br />agreements for the development. <br />As mentioned above, a Request for Interest (RFI) process could be a way to get feedback from interested <br />developers on challenges, opportunities, and questions they may have to inform a competitive <br />solicitation for proposals.
